☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Corning Optical Communications and Panduit Corp. for Fiber Cables and various accessories. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Marshall Space Flight Center (MSFC) requires the purchase of Corning Incorporated fiber optic cable products and Panduit Corporation fiber connectivity solutions is required to maintain compliance with MSFC network infrastructure standards. These manufacturers are currently deployed throughout the existing facility and are included on the NASA OCIO Approved Products List (APL), ensuring full compatibility with established network architectures, cybersecurity requirements, and SCIF accreditation standards. Corning fiber cables provide mission-validated optical performance characteristics, including low signal attenuation, high bandwidth capacity, and long-term reliability, which are critical for secure, high-performance communications within the 4203 SCIF environment. Corning cabling and Panduit connectivity components provide validated optical performance, reliability, and seamless integration as part of a standardized, end-to-end infrastructure. The required 25-year AEGIS system warranty is contingent upon the use of approved, compatible components within this ecosystem and cannot be supported if alternate primary manufacturers are introduced. Only these specific brands will work because the AEGIS 25-year system warranty requires that all components (cabling, connectivity, and installation accessories) be sourced from approved manufacturers within a single certified ecosystem.

Ancillary installation materials—including fiber cleaning supplies, tapes, and splice cassettes—may be sourced from various reputable manufacturers, provided they meet industry standards and do not impact system performance or void warranty requirements.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If other brands were selected, it would invalidate AEGIS 25-year system warranty. Also, installation and maintenance personnel at MSFC are trained and certified on Corning and Panduit systems. Introducing alternate manufacturers would necessitate additional training, increase the risk of installation errors, and potentially delay project timelines.
