About this file
This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name, dated 4/8/2026.
NASA is seeking to procure specialized modules from Yokogawa Corporation of America for integration with existing Yokogawa Digital Oscilloscope equipment. The specific products required are: model 720250 (high-speed 10MS/s 12-bit isolation module), model 720211 (high-speed 100MS/s 12-bit isolation module), model 720254 (4-channel 1MS/s 16-bit isolation module), model 720221 (16-channel temperature/voltage input module), and model 720230 (logic input module). The estimated lead time for delivery is 6 to 8 weeks. The total estimated cost is redacted in the document.
The justification for sole-source procurement centers on technical compatibility and operational necessity. The Yokogawa oscilloscope and modules are deployed within the Integrated Avionics Test Facilities (IATF) to support Space Launch Systems (SLS) vehicle testing, specifically to characterize time delays and response times in real-time within the System Integration Lab (SIL) and System Integration Test Facility (SITF). NASA determined that alternative vendor modules cannot function with the existing Yokogawa oscilloscope, are incompatible with the established IRIG B time code infrastructure, and would render the equipment inoperable. Using a different brand would negatively impact the SLS schedule and increase costs, failing to meet government requirements.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Yokogawa Corporation of America for 720250, high-speed 10MS/s 12bit isolation module;
720211, high-speed 100MS/s 12bit isolation module; 720254, 4-CH 1MS/s 16bit isolation module; 720221, 16-ch temperature/voltage input module; and, 720230, logic input module. The total estimated cost of this effort is and the estimated lead-time for delivery is 6 to 8 weeks.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Yokogawa Digital Oscilloscope accurately characterizes time delays and response times for the Space Launch Systems (SLS) vehicle real-time. The Yokogawa modules are added to the oscilloscope to perform measurements and monitoring at various voltages and speeds. These modules are necessary for the Yokogawa oscilloscope to accomplish the required testing, measurements, and monitoring within the System Integration Lab (SIL) and System Integration Test Facility (SITF) part of the Integrated Avionics Test Facilities (IATF).
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The Yokogawa Digital Oscilloscope and modules are already successfully deployed within the IATF supporting various SLS activities. Compatibility with the established IRIG B time code, the existing oscilloscope, and existing hardware used in the IATF labs must be maintained. A different brand for the modules would not work with the Yokogawa oscilloscope making the unit inoperable. This negatively impacts the SLS schedule as well as adding cost thus not meeting the Government need.
