STATEMENT OF WORK

Maintenance Agreement for

Scanning Electron Microscope System

March 17, 2026

PR:

Background

• This purchase request is for a Shield Elite service contract agreement for on-site service and maintenance of a TESCAN USA MIRA-3 XMU scanning electron microscope. The service contract will include 48-hour on-site response time, next-day delivery of spare parts, technical support, and one preventative maintenance visit.

• The purpose of the service contract is to ensure reliable functioning and availability of the scanning electron microscope, which is used extensively for project support.

• Reference: Service Contract Agreement quote JQINQ7706 dated 1/8/2026, attached.

Scope

• The service agreement shall provide for repair or replacement of scanning electron microscope components that fail to operate or fail to meet performance specifications as a consequence of normal use. Repair or replacement of components damaged by Government User misuse or modification, natural disaster, vandalism, etc., is excepted. Repair or replacement of consumable items is also excepted.

Requirements

• The maintenance agreement shall cover the MIRA-3 XMU field emission scanning electron microscope, serial number 115-0117.

• Maintenance shall consist of the following:

o Priority telephone support to diagnose system failures (if possible), o Replacement parts for system components diagnosed as failed (the parts may be delivered to be replaced by the Government User if applicable), and o Required on-site service.

• Labor charges and travel related expenses for required on-site service shall be covered by the maintenance provider.

• One Preventative Maintenance visit shall be included; this may be performed in conjunction with a service visit.

Deliverables or Delivery Schedule

• Service coverage shall begin on the first day of the period of performance and shall continue through the last day of the period of performance.

• The performance of the preventative maintenance visit will be as mutually agreeable, but shall be done before the end of the period of performance.

Preventative maintenance may be performed as part of an unscheduled service visit.

• Service visit reports shall be submitted for each service visit. They may be electronic or hardcopy reports.

Government-Furnished Equipment and Government-Furnished Information

• The government shall provide for use during service and maintenance the following:

o Utilities required for operation of the microscope, o Sample holders, o An Alignment Standard o Element standards, o A Faraday cup, o Printing services for service reports, and o Common hand tools.

Place of Performance

• The place of performance shall be Goddard Space Flight Center.

Period of Performance

• The period of performance shall be 1 April 2026 through 31 March 2027.
