About this file

This document is a Statement of Objectives and Detailed Technical Specification for the purchase and delivery of a liquid-filled secondary unit substation transformer.

The solicitation requires procurement of one (1) outdoor-rated, three-phase transformer with a 2,000 kVA capacity, featuring a 13,800 V primary (Delta configuration) with +2/-2 taps at 2.5% increments and a 480Y/277 V secondary output. The transformer must utilize natural ester fluid (FR3) insulating medium with non-detectable PCB content (<1 ppm) and comply with IEEE, NEMA, UL, DOE, and ASTM standards. The unit shall include copper windings and coils, a 304L stainless steel tank with dry nitrogen blanket, and all exposed hardware in stainless steel. Electrical specifications mandate impedance greater than 5.32% at 85°C, maximum sound level of 61 dB, and DOE 2016 efficiency compliance. The transformer must be equipped with comprehensive monitoring devices including dial-type temperature and liquid-level gauges with alarm contacts, pressure-vacuum gauges, winding temperature indicators, and a sudden pressure relay. Additional requirements include three high-voltage porcelain bushings (55 inches height) mounted on the sidewall with 2-hole spade terminals, four low-voltage 6-hole integral spade bushings, separate NEMA Type 4X enclosure for instrumentation, and radiator fans controlled by liquid temperature with manual ON/AUTO/OFF switching. The delivered unit must include a full deck pallet for shipping and a testing and commissioning plan. Delivery is required to the High Pressure Gas Facility at Stennis Space Center, Mississippi, within 52-110 weeks.
