About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name form for a brand name justification. NASA is seeking to procure Schneider Electric PowerLogic PM8000 - PM8240 Panel mount meters for a multi-year initiative to replace outdated ION 7330 meters at NASA facilities. The project, which commenced in FY23 and is scheduled for completion in FY28, aims to upgrade electrical power monitoring equipment to meet cybersecurity compliance standards set by the Information Technology Security team.
The justification highlights that the new PM8400 meters will enable NASA Ames Research Center to collect, process, and transmit electrical power management data to a remote server for storage, analysis, monitoring, and data security purposes. The total estimated cost of the effort extends to 9/30/2025, with approximately $2 million already invested in the project. Switching to a different brand would likely result in significant financial loss, disrupt existing infrastructure, and impede NASA's ability to accurately bill customers and monitor electricity consumption across its campuses.

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Schneider Electric United States. for Schneider Electric PowerLogic PM8000 - PM8240 Panel mount meter - intermediate metering. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 9/30/2025.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This purchase of meters is part of a multi-year initiative to replace the outdated ION 7330 meters at NASA with the newer PM8400 Schneider meters, which meet cybersecurity compliance standards required by the Information Technology Security team. The new PM8400 meters feature the capability to collect, process, and transmit electrical power management data to a remote server for storage, analysis, monitoring, and data security purposes. These meters will be used for electrical power data monitoring and management, enabling the NASA Ames Research Center to provide accurate billing to customers, clients, and operational codes across the NASA campuses and Shenandoah Plaza. Additionally, the meters facilitate efficient identification, troubleshooting, and resolution of electrical faults through central data storage and management on the server. The old ION 7330 meters no longer meet cybersecurity compliance requirements as determined by IT Security and have been disconnected from the network. The new meters are compatible with the existing server and Windows-based software applications. Some of the critical PM8400 meters will be installed at new locations designated for NASA customers, with the necessary infrastructure such as cables, conduits, and other associated equipment to support data transmission and integration.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If a different brand is utilized, the government could potentially forfeit the approximately $2 million invested in the multi-year effort involving Schneider Equipment. The project commenced in FY23 and is scheduled for completion in FY28, utilizing Schneider Equipment. To date, the government has incurred costs of about $2 million for the new equipment and related components. Restarting the project with a different brand would likely result in the loss of this investment. Additionally, NASA Ames would be unable to accurately bill its customers for electricity usage and may be hindered in monitoring and managing electricity consumption across the Ames and Shenandoah Plaza campuses. It is important to
