About this file

This Request for Proposal (RFP) is a firm fixed-price contract between NASA and the University of Virginia (UVa) for Phase 4 of a research program focused on evaluating Environmentally Assisted Cracking (EAC) performance of Russian alloy AMG6NOP. The contract objectives include testing unwelded AMG6NOP coupons in ambient condensation environments, with specific tasks such as evaluating desiccation procedures, conducting EAC kinetics testing at different condensate ersatz concentrations, performing fractography, and providing advisory roles on fracture mechanics modeling and root cause analysis.

The contract period runs through 9/30/2026, with payment milestones tied to deliverables including a test plan, weekly status reports, completion of research objectives, and a final report. NASA will provide test coupons and expert personnel, while UVa will supply two test rigs. The contract includes an optional international trip to Russia for a PrK Leak Investigation, with payment milestones ranging from 10-50% based on specific project deliverables. UVa is explicitly prohibited from sharing any data on Russian hardware or materials outside the project.

Request For Proposal Firm Fixed Price Contract between NASA and University of Virginia (UVa)

UVa Associate Prof. James T. Burns

This Phase 4 of the test program is a follow-on contract from Phases 1, 2 and 3.

Determine the Environmentally Assisted Cracking (EAC) performance of Russian alloy

AMG6NOP in the unwelded condition, with focus on ambient condensation environments.

UVa shall not share any data on Russian hardware or materials outside the project. This includes any observations, conclusions, analysis, or reports.

NASA provides: Test coupons of the original lot of AMG6NOP in the unwelded condition will be provided for Phase 4. If more are required, they will be provided as needed. Test coupons for the new lot will be provided no later than September 15, 2025. NASA KSC personnel with pertinent expertise will be provided to UVa to expedite EAC testing timeline. If required, NASA will provide AMG6NOP welded samples.

Phase 4: Evaluate the EAC kinetics of unwelded AMG6NOP in ambient condensation environments.

Objectives:

1) Contractor shall evaluate newly developed desiccation procedure to ensure dry crack tips prior to EAC testing.

2) Contractor shall evaluate EAC kinetics of unwelded AMG6NOP coupons pre-exposed to 1x condensate ersatz followed by rising k LEFM testing in 40% relative humidity. Minimum of

5, maximum of 10 coupons will be tested. After minimum of 5 coupons are tested, contractor shall coordinate results with NASA to determined if additional coupon testing is required.

3) Contractor shall evaluate loading rate sensitivity of all AMG6NOP coupons (K-hold) subjected to EAC testing in Objective 2.

4) Contractor shall conduct fractography on all coupons from Objective 2.

5) Contractor shall evaluate EAC kinetics of unwelded AMG6NOP coupons pre-exposed to 10-

100x condensate ersatz followed by rising k LEFM testing in 40% relative humidity.

Minimum of 2 coupons will be tested. After minimum of 2 coupons are tested, contractor shall coordinate results with NASA to determine if additional coupon testing is required.

Contractor shall coordinate exact concentration of pre-exposed condensate ersatz to use for each coupon EAC testing.

6) At completion of Objective 5, contractor shall coordinate with NASA to determine if rising k tests of welded AMG6NOP coupons to establish crack growth rates in re-annealed zones is justified.

7) Contractor shall periodically provide advisory role on fracture mechanics modeling techniques for the purpose of informing life prediction models (expected 3 times per month) from January 2026 through the end of the period of performance (9 months).

8) Contractor shall provide advisory role on root cause and fault tree closure (expected 1 time per month) from January 2026 through the end of the period of performance (9 months).

9) OPTION: Contractor shall travel to Russia to support a PrK Leak Investigation TIM at the request of the Government.

Ground Rules and Assumptions:

1) There shall be one domestic trip for 1 person.

2) There shall be an option for one international trip for 1 person. The cost associated for this trip shall not include hotel costs, as lodging will be provided by the Government.

This milestone will only be paid if the contractor travels internationally at the request of the Government.

3) NASA will pay for KSC expert’s time and travel internally and no costs associated with this support are to be included in this proposal.

4) UVa will provide two test rigs for simultaneous use by UVa and KSC experts to expedite the testing.

5) Period of performance will be through 9/30/2026. The advisory role performed in Phase

3 goes through December 2025, therefore the advisory role performed under this contract will be from January 2026 through the end of the period of performance. If the

Government does not require advisory support for the entire period, a portion of the support may be descoped and the final payment milestone adjusted accordingly.

Deliverables:

1) Test plan to meet objectives 1-6, agreed to by NASA.

2) Contractor shall provide incremental status reports: weekly written statuses via email and weekly tag-ups

3) Contractor shall participate in meetings as advisory role with option to travel (1x

Domestic for 1 person and Option for 1x International for 1 person).

4) Contractor shall furnish a final report summarizing Phase 1-4 findings and conclusions.

Payment Milestones:

The Contractor shall propose a schedule and reporting cycle. Payment of each milestone will be made after successful completion and COR approval based on the following table:
