These tools enable cost analysts to build structured cost estimates, develop cost estimating relationships, conduct statistical analyses, generate reports, and create methodology libraries. The period of performance is 12 months after the date of award, with support to be provided primarily from the contractor's corporate office and service centers.

STATEMENT OF TASK

ACEIT NASA-wide Site Licenses

BACKGROUND and SCOPE:

NASA cost estimating community uses various cost estimating models to estimate project cost. One of the cost estimating industries most popular and more robust life-cycle cost tool is the ACEIT Suite. NASA has been using ACEIT exclusively for Human Space Development projects and programs since the 2005. Over the last 20 years, the model has gained popularity across the NASA cost estimating community and is a cornerstone tool in the Agency’s implementation of probabilistic cost and schedule policy.

NASA uses cost estimating models, along with any number of specific tailor made models, to perform comparative analysis of its project estimates. Because each model approaches the estimating process differently, comparing estimates gives the Agency, through detailed analysis, greater confidence in its estimates and the ability to defend them. ACEIT is an invaluable toolset that greatly enhances the NASA cost community’s effort in these endeavors.

ACEIT is a suite of applications built by cost analysts for cost analysis that enable customers to build concise, structured, and robust cost estimates: develop cost estimating relationships (CERs), conduct “what-if” analyses; generate management level reports;

and prepare extensive basis of estimate documentation. Key ACEIT features include:

Cost estimate builder, “what-if” analysis, basis of estimate (BOE) documentation; Risk analysis; Statistical analysis; automated reporting, charts, and presentation development;

database development, search, and retrieval; and methodology libraries.

The ACEIT suite contains five (5) tools: Automated Cost Estimator (ACE), Cost and Statistical Analysis Tool (CO$TAT), Program Office Support Tool POST), Automated Cost Database (ACDB), and the ACEIT Librarian. ACE is the estimating portion and it’s features include: data normalization, learning, time phasing, documentation, what-if analysis, error trapping, and risk analysis. CO$TAT is a statistics package that has been designed for the cost/price analyst containing key features found in most major statistical applications. From CO$TAT, you can conduct features include pairwise correlations, univariate, multivariate, linear, log-linear, non-linear, beta curve, statistical sampling, and learning curve analyses. POST allows for quick reporting, charting, and what-if drills in Excel. ACDB consist of two applications: the Database Development Kit (DDK) and the Report Wizard. The DDK lets you create tailored databases. The Report Wizard lets you search and retrieve cost, schedule, technical, and programmatic data. The ACEIT Librarian tool enables any office to automatically build and maintain methodology libraries containing analogs, factors, equations, rules, and/or source references. It also creates unique inflation indices for a specified program, project, or organization that can then be accessed by ACEIT applications or from Excel.

REQUIREMENTS AND DELIVERABLES:

1. The Contractor shall provide seven (6) annual site licenses of the ACEIT Suite (ACIET US Federal Government Annual DMS, Unlimited users, single site). The following locations are applicable: NASA Headquarters, Marshall Space Flight Center (MSFC), Johnson Space Center (JSC), Kennedy Space Center (KSC), Glenn Research Center (GRC), and Jet Propulsion Laboratory (JPL).

2. The Contractor shall provide two (2) annual site licenses of the ACEIT Suite (ACIET US Federal Government Annual DMS, Unlimited Users complex site).

The following locations are applicable: Langley Research Center (LaRC) and Goddard Space Flight Center (GSFC).

PLACE OF PERFORMANCE:

The Contractor shall provide support primarily from its corporate office and service centers.
