☐I recommend that NASA, NASA Shared Services Center negotiate with Silvus Technologies, Inc. Silvus Stream Caster 4200EP and accessories. The total estimated cost of this effort is 53639.800 and the estimated period of performance or lead-time for delivery is 120 days after award.

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Silvus now Motorola company just purchased for Silvus Radio's.
The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 120 days after award.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Service provider uƟlizes the Silvus radios. Project management decided to uƟlize Silvus radios.
As part of minimum success criteria requires Silvus radios. Specific radio informaƟon Waveform-Mobile Networked MIMO (MN-MIMO™) , ModulaƟon-BPSK, QPSK, 16-QAM, 64- QAM , Channel Bandwidth 5, 10 & 20 MHz and 1.25, 2.5 MHz , EncrypƟon-DES Standard, AES/GCM 128/256 OpƟonal (FIPS 140-2 Level 2 cerƟfied), Suite B , Tuning Step Size-1kHz , Data Rates-Up to 100 Mbps , Error CorrecƟon coding-1/2, 2/3, 3/4, 5/6 Rates , Antenna Processing- SpaƟal MulƟplexing, Space-Time Coding, TX Eigen Beamforming, RX Eigen Beamforming , SpaƟal Streams-1 or 2 , Total Power Output-1mW – 4W (variable) (up to 8W EffecƟve w/ TX Beamforming) , Latency-7ms Average , SensiƟvity- -99 dBm @ 5MHz BW , Frequency Bands- 2025-2110, Federal S 2200-2300, S Band 2200-2500, 2.4GHz ISM 2400-2500 MHz. Also adding the 4 GHz government operaƟons band for the OEM flight models. For maximum interoperability.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Minimum success criteria will not be met for the project. The Flight Service provider utilizes Silvus radios. Other mesh radios cannot inter operate over the air with Silvus radios. If another radio was to be selected it would cost as much, to purchase the quantity of radios. The project would be set back 6 months to a year if it would required to us a different set of radios. Also Certificates to purchase of another radio would be required, which could take months. Authorization (CATSCAN/OneSource and 889 compliance may take additional time. This software defined radio, NASA GRC has discussed operation and use with NASA Spectrum Office and have received approval to acquire and use. Spectrum
Page 2 V2.0 3-15-2017 and use depends on a Radio Frequency Authorization (RFA) NASA has several RFAs in place for this radio system. If an new RFA is required it may take 6 months or never receiving approval.
ADDITIONAL COMMENTS:
Silvus radios are in use by a flight service provider currently under contract. If another brand were be selected NASA would need to supply radios to Flight service provider and appropriate paper wok with the spectrum office etc..
