About this file

This Statement of Work (SOW) details NASA Glenn Research Center's requirement for a new actuator system for the Extreme Cyclic Environmental Load (XCEL) Test Rig. The SOW seeks to replace the existing actuator on an MTS 312.21 load frame with a new actuator capable of:

  • Integrating with the existing load frame
  • Applying loads up to 15 kN
  • Providing a 150mm stroke length
  • Operating at 4 Hz under 1000N and 25mm stroke conditions
  • Compatibility with the existing SilentFlo model 515.20 pump

The procurement includes installation, checkout, and calibration of the new actuator system, along with any necessary additional fixturing or sensors. The current test rig can only operate at 1 cycle/second, and the upgrade aims to increase the cyclic rate to 4 cycles/second while reducing maximum load output and oil flow demand. The document is dated June 23, 2025, and is associated with a sole-source procurement intended for MTS Systems Corporation.

Statement of Work (SOW):

Actuator Upgrade to the Extreme Cyclic Environmental Load (XCEL) Test Rig

Colin Creager

June 23, 2025

The Extreme Cyclic Environmental Load (XCEL) Test Rig is a unique rig at NASA GRC capable of testing tires under cyclic loading at a wide range of temperatures. It consists of an MTS hydraulically actuated load frame (model # 312.21) housed inside of a custom environmental chamber. However, under the current loading and displacement conditions, it can only operate at 1 cycles/second. We are looking to replace the existing actuator with a new one that can achieve at least 4 cycles/second under specific loading conditions (outline below). It should be noted that the current actuator can achieve 100 kN; however we only need 15 kN, thus reducing the maximum load output to increase cyclic rate is preferred to also reduce the oil flow demand.

Requirements for new actuator:

• Must integrate with existing load frame (MTS 312.21)

• Must apply loads up to 15 kN

• Must allow stroke length of 150mm

• Must be able to operate at 4 Hz under 1000N and 25mm stroke conditions

• Must meet performance metrics with existing pump:

o SilentFlo model 515.20 (SN 10553243)

The procurement should also cover the installation, checkout, and calibration of this new actuator system along with any additional required fixturing or sensors.
