☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Tektronix for “Tektronix Oscilloscopes and Accessories”. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 8 weeks.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The requested Tektronix oscilloscopes are uniquely compatible with a wide range of probes and accessories already in use within our laboratory. These existing accessories are specifically designed to interface with Tektronix equipment and are not compatible with other brands. Procuring oscilloscopes from a different manufacturer would require the replacement of a substantial number of existing probes and accessories, resulting in unnecessary and avoidable costs. Market research indicates that alternative manufacturers do not offer backward compatibility with Tektronix probes, further justifying the need to standardize on this brand to preserve our current investment.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Switching to a different oscilloscope brand would necessitate the purchase of new compatible probes, each of which ranges from approximately $3,000 to $8,000. Given the number of probes used in our testing configurations, the total replacement cost would be significant. In addition to the financial burden, procurement and integration of new equipment would delay testing schedules by several months due to long lead times and the need for reconfiguration and validation. This disruption would negatively impact project timelines and increase the overall cost to the Government.
