About this file

This Statement of Work (SOW) details NASA's requirement for accessing comprehensive business data repositories to support due diligence functions for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program. The objective is to gain access to user interfaces, secure file transfer protocols, and APIs containing detailed information about domestic and international businesses, specifically to investigate potential national security risks associated with small business concerns seeking publicly funded awards.

NASA seeks to extract, retrieve, and load data that can help answer critical questions about applicant companies, including foreign affiliations, ownership structures, investment sources, technology transfers, and potential connections to countries of concern. The data will be used to corroborate or disprove disclosed information, identify undisclosed details, and illuminate connections between submitting firms and foreign entities. The performance will take place at NASA Ames Research Center in Moffett Field, CA, with a one-year period of performance estimated from March 30, 2025 to March 29, 2026.
