About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form for the Zuken DS-E3/Windchill Interface and 3DTransformer software. NASA Langley Research Center (LaRC) is recommending a sole source procurement from Zuken USA Inc for specialized Product Lifecycle Management (PLM) and 3D process collaboration software that is uniquely compatible with their existing Zuken E3 cable harnessing software workflow. The software has been used by LaRC's Electronic Systems Branch since 2016 and is critical for space flight and Ground Support Equipment (GSE) harness design, layout, and fabrication.
The document details that transitioning to an alternative vendor would require extensive and costly efforts, including software evaluations, new licensing, infrastructure reconfiguration, staff retraining, and rebuilding parts libraries. The total estimated cost of the effort is redacted, with a 90-day lead time for delivery. The justification emphasizes that the Zuken software will enhance configuration management, improve electromechanical 3D model accuracy, increase design flexibility, reduce errors, and ultimately improve overall engineering efficiency for NASA's electrical and mechanical engineering teams.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Zuken USA Inc only for Zuken DS-E3/Windchill Interface and 3DTransformer. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 90 days ARO.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Zuken DS-E3/Windchill Interface and 3DTransformer software represent the only PLM and 3D process collaboration solutions that are compatible with LaRC's current Zuken E3 cable harnessing software workflow. This software has been utilized by LaRC's Electronic Systems Branch since 2016 and serves as the primary tool for space flight and Ground Support Equipment (GSE) harness design, layout, and fabrication. Employing this integrated solution will ensure ongoing software support exclusively provided by Zuken, which facilitates prompt and efficient resolution of any software-related issues, thereby minimizing downtime in project support.Integrating the Zuken DS-E3/Windchill Interface and 3DTransformer software with LaRC's existing Zuken E3 workflow will advance previous initiatives aimed at achieving a more cohesive electrical harness design and development process between the electrical and mechanical engineering teams. This collaboration will enhance configuration management, improve accuracy in electromechanical 3D models, increase flexibility, reduce the likelihood of errors, and ultimately lead to greater overall efficiency.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Transitioning to a new vendor would necessitate not only the identification of an alternative Product Lifecycle Management (PLM) solution and 3D process collaboration software but also the replacement of LaRC's current Zuken E3 cable harnessing software workflow. It is important to note that there are no existing PLM Management solutions compatible with Zuken E3. Substituting LaRC's current Zuken E3 workflow would involve conducting software evaluations to ensure compatibility with LaRC’s processes, incurring additional upfront costs for software licensing alongside ongoing maintenance fees, reconfiguring the infrastructure, providing new training for all software users, and developing new parts libraries and components. This transition could lead to significant cost increases, delays in support for ongoing projects, and adverse effects on project schedules and milestones.
