About this file
This is a NASA Sole Source Justification form recommending negotiation with Microchip Technology Inc. for Microchip Base Kits, with a delivery timeframe of 30 days after receipt of order (ARO). The document is dated March 15, 2017.
The justification explains that these boards are specialized systems designed for space flight, newly developed through collaboration between the sole-source provider and NASA's Space Technology Mission Directorate (STMD). The boards feature RISC-V processor architecture and multicore technology, which are innovative in the aerospace sector. They are radiation-hardened/tolerant systems for deep space use and will be utilized in a controlled laboratory setting to test flight software on engineering versions of flight hardware. The document notes that using any other vendor would cause delays and budget issues, and without these boards, future space flight projects would be limited to the legacy RAD750 system, which is nearing end-of-life. The boards support space wire, serial, and Ethernet connectivity, though their use will be restricted to the flight software development lab.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Microchip Technology
Inc. only for Microchip Base Kits. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days ARO.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased. The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name?
Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The requested boards are specialized systems designed for space flight. These components are newly developed by a sole-source provider collaborating with NASA's Space Technology
Mission Directorate (STMD). Due to their unique design, these high-performance radiation-hardened/tolerant systems for deep space have no alternative vendors. The boards will be utilized in a controlled laboratory setting to test flight software on engineering versions of flight hardware. This lab will focus on testing, developing, and investigating the effects of flight software on the specified boards.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Deviating from this brand or vendor may lead to both time delays and budgetary complications.
The requested boards utilize RISC-V processor architecture and multicore technology, which are innovative in the aerospace sector. While these boards are compatible with existing equipment, they have distinct internal features. They support space wire, serial, and Ethernet connectivity; however, their application will be restricted to the flight software development lab. If these boards are not procured, future space flight projects will be constrained to the legacy RAD750, which is approaching the end of its life cycle.
