About this file

This Statement of Work dated January 13, 2025 outlines requirements for providing agile facilitation support to NASA's Aeronautics Research Mission Directorate's (ARMD) Convergent Aeronautics Solutions (CAS) Project.

The contractor (Empact) must provide four facilitators to conduct two 1-2 month sprints focused on "Future of hygiene and wellness" and "Future of community," with two subject matter experts per sprint from PESTELE (policy, economics, social sciences, technology, environment, law, ethics) backgrounds. Key deliverables include conducting 5 expert interviews, performing 1 community deep dive with leisure travelers, developing communication materials and reports on sprint outcomes, providing interview transcripts with key takeaways, and developing workflows aligned with strategic foresight. NASA will provide strategic guidance, SME support, and virtual meeting environments for the 12-month base period of performance. The work focuses on identifying transformative opportunities in aeronautics through convergent innovation, exploring complex "wicked" problems through increased understanding of societal, technological, industrial and organizational landscapes.

STATEMENT OF WORK

DATED: Jan 13, 2025

Introduction/Background:

The NASA Aeronautics Research Mission Directorate’s (ARMD) Convergent

Aeronautics Solutions (CAS) Project identifies aeronautics focus areas that have potentially transformative opportunities that can be further matured for aviation. Convergent innovation is innovation that involves complex system integration arising from a variety of people, disciplines and domains. CAS seeks to promote a rich culture of innovation and explores evolving needs and opportunities in the aeronautics ecosystem and broader society. To increase the delivery of truly transformational innovation to the ARMD portfolio and the aviation community, CAS is being redesigned to methodically identify the right problems – with a focus on those that are highly complex and “wicked”. CAS seeks to approach this problem-focused innovation through increased understanding of the broader societal, technological, industrial, and organizational landscape and by embracing innovative approaches such as design research, design thinking, lean, and system thinking and others. The hypothesis is that this will lead to convergent solutions that are transformative and able to address problem areas often called “wicked”.

As part of the early CAS lifecycle (Discovery and Foresight) multi-faceted data from wide and varied sources are ingested to identify potential focus areas for further exploration. This data may include examining emerging markets and understanding societal, technological, and industrial ecosystems and trends. Once potential areas of focus are identified, the reimagined CAS project plans to conduct a prototype and execute specific opportunities. This may be done through multiple approaches that include data gathered from stakeholder interviews, market data, analytics and workshops. Concepts are then formulated within these opportunity spaces and prototyped in the execution phase.

The CAS team operates in sprints of approximately 1-2 month duration with several sprints comprising a topic. For each of these we need different types of facilitation methods and resources (people, skills, tools, input data) that may change dynamically as the topic and sprints mature with less than 2-week lead time. Ideally, we would like a rolodex of skillsets that can be called on based on demand without the need to engage in interviews and competition at every step. Skills needed are in the domains of government foresight for public good, and PESTELE (policy, economics, social sciences, technology, environment, law, ethics) with a focus not on product development but on understanding

US and global communities of all types. We are also looking for cocreation of process and templates.

1.0 Scope of Work:

The scope of this work is to provide the CAS project with agile facilitation support.

2.0 Objectives:

1. Staff 1-2 month sprints with subject matter experts relevant to the sprints from

PESTELE backgrounds as needed.

2. Develop and refine workflows and processes to align with strategic foresight for social good.

3. Develop communication materials to share results of sprints with broader team and public.

3.0 Description of the Work/Contractor Tasks:

1. Facilitate 2 sprints with 2 experts each

a. Future of hygiene and wellness

b. Future of community

2. Conduct 5 expert interviews (Determined through initial meeting with team)

3. Conduct 1 community deep dive (leisure travelers)

NASA will provide the following:

• Suggested problem areas informed by NASA strategic guidance;

• NASA personnel to serve as SME for market and technology knowledge elicitation (non-exhaustive)

• Virtual meeting environment for monthly meetings and any intermediate discussions that are needed.

Period of Performance

The contractor shall be available during the base period of 12 months for facilitation and iteration (within reason). The period of performance will start immediately following task order award.

4.0 Deliverables:

Empact shall provide

a. Four facilitators for sprints

b. Communication materials to share outcomes of sprints (lessons learned, report, presentation).

c. Interview transcripts and key takeaways (themes, threats, opportunities) for

i. Community deep dive

ii. 5 Expert interviews mailto:Vikram.shyam-1@nasa.gov
