This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Teros12 provides soil moisture and conductance measurements using Time Domain Reflectometry (TDR) technology. TDR is the most accurate technology for an in situ sensor to make soil moisture measurements. These sensors are needed to set up a validation network for the SMAP satellite mission. It is critical the in situ sensors provide a very accurate soil moisture estimate so it can be compared with satellite measurements. Teros12 TDR sensors are rugged and are coated in epoxy making them waterproof. It is important for the sensors to be waterproof for durability reasons. These sensors will be deployed over long durations that will be subject to very diverse soil moisture conditions. The presence of moisture/water inside the sensor results in measurement errors and potential failure.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The Teros12 sensors are widely used for soil moisture validation. The use of a different sensor could lead to compatibility issues. The calibration of soil moisture sensors is dependent on the sensor used. The use of a different sensor will lead to inconsistent calibration. These sensors have been used by the SMAP project for in situ validation during the previous field experiments.
