About this file

This is a Sole Source Justification document from NASA Shared Services Center recommending negotiation with Unison for TruePlanning Software Licenses for the period of March 1, 2025 to February 28, 2026. The document provides rationale for the sole source procurement of TruePlanning, which is one of two commercially available cost estimating software programs used by Marshall Space Flight Center's Engineering Cost Office.

The justification explains that TruePlanning collaborated with NASA to develop specific cost elements for estimating spacecraft and space instrument components, with no other competitors adequately addressing these requirements. The document emphasizes that switching to another vendor would require thousands of hours to validate a new software package and could lead to incompatibility with current validated estimates. While NASA's Chief Financial Officer - Strategic Investments Branch provides agency-wide support for SEER by Galorath software, individual centers fund their own specific tools like TruePlanning, which has been validated and in use by MSFC since its initial release.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Unison only for Unison CE TruePlanning Software Licenses. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 3/1/2025 – 2/28/2026.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

TruePlanning by Unison is one of two commercially available cost estimating software programs utilized by the Engineering Cost Office at Marshall Space Flight Center (MSFC) to enhance our estimating efforts for both MSFC and other NASA centers. The NASA Chief Financial Officer - Strategic Investments Branch (CFO-SIB) provides agency-wide support for SEER by Galorath, while individual centers funding their own tools for specific tasks. TruePlanning collaborated with NASA to gather data for the development of specific cost elements necessary for estimating spacecraft and space instrument components. Currently, there are no other competitors that adequately address these requirements. The use of multiple cost modeling tools is essential for creating estimates and accommodating various scenarios. TruePlanning has been a validated model in use by MSFC since its initial release.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Utilizing an alternative vendor may lead to incompatibility with our current estimates, which have been rigorously validated. NASA has dedicated significant time and resources to ensure the predictive accuracy of the TruePlanning cost elements. Completely validating a new software package would necessitate a substantial investment of thousands of hours and multiple studies, which would be exceedingly burdensome. TruePlanning is a reliable and validated tool commonly employed in the creation of cost estimates and the comparison of models. Furthermore, additional efforts would be required to persuade customers and review boards of the validation of any untested, new model.
