The related federal contract opportunity is a Special Notice for NASA/NSSC to issue a sole source contract to Nal Research Corp for BlueSky Data Services for tracking aircraft. NASA/NSSC intends to acquire these commercial items and services using FAR Part 12 and Part 13 procedures. Interested organizations may submit their capabilities and qualifications to the identified points of contact by 11/27/2024.

Statement of Work Iridium CERTUS Communication Service
NASA SMD ESD Airborne Science Program
Background/History:
The NASA SMD Earth Science Division Airborne Science Program (ASP) makes use of the Iridium satellite constellation to enable world-wide telemetry of aircraft state data including position, real-time telemetry of payload data, in addition to pilot telephony.
The Program has recently updated onboard IT systems to enable higher-bandwidth Iridum CERTUS satellite communications services. The service is used to enable realtime tracking of aircraft position, to enable payload operators to remotely login to their systems to receive status information or to reset their instruments as necessary, and it can also be used to bring down relevant realtime data from payloads to inform mission planning and execution.
Requirement Specifications:
The requirement is to provide a minimum of 1000MB of CERTUS data services per month for a minimum of 8 NASA aircraft in support of NASA ASP flight missions, with the ability to provide additional data services per month as needed. The aircraft tail numbers and modems may change each month.
Specifications:
Must provide Public static IP addresses.
Must be able to provide protection of sensitive user information.
Must be compatible with the dedicated EMSS gateway through DISN.
Must be able to provide a direct connection to the Defense Switched
Network (DSN), Federal Telecommunications System (FTS) or Public Switched Telephone Networks (PSTN)
The Program also requires aircraft tracking services. For contracted aviation services or NASA aircraft that aren’t equipped with networking hardware we require Aireon ADS-B tracking services for a minimum of 3 aircraft tail numbers per month, with a satellite only, 8-sec latency. We require options for adding or substituting additional aircraft on a per month basis.
The program also requires Short Burst Data services. These services will be utilized by portable devices to provide coordinated tracking of participating assets during NASA Science Field Campaigns. A minimum of 3 services are eequired.
Period of Performance:
One year from Contract award. We anticipate that the same services will be needed for at least the next 5 years based upon consistent demand for data telemetry services by this Program and the project it supports.
