About this file

This document is a Justification and Approval (J&A) for a Brand Name Sole Source procurement. The Contracting Officer is recommending that NASA Shared Services Center negotiate solely with AVEVA Group Limited for the renewal of AVEVA Wonderware Customer FIRST - Standard Level Software Maintenance. The total estimated cost is for a one-year period of performance from 11/21/24 - 11/20/25. The justification states that the AVEVA Wonderware software is currently the only product used for critical safety-related control system applications at the NASA Stennis Space Center. Failure to renew these licenses would require rewriting, verifying, and validating the entire Facility Control Systems HMI applications in another development environment, which would delay critical propulsion test programs and be excessively costly.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from AVEVA Group Limited for AVEVA Wonderware Customer FIRST - Standard Level Software Maintenance Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 11/21/24 – 11/20/25.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The requested software license renewals provide NASA Stennis Space Center (SSC) with maintenance support for previously procured WonderWare Development Studio currently used at SSC. AVEVA Wonderware has previously been the only product in use for on-going Control System HMI development efforts at SSC. There are many Safety-Critical applications, such as Facility Controls Systems (FCS) software, that support existing propulsion test programs, currently in use. There are also Safety-Critical applications in the process of being developed at SSC which use this development environment for maintenance of such applications as well as the completion of on-going funded projects that require this environment to ensure successful completion.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

SSC requires an annual update of these licenses to obtain technical support an to receive and evaluate upgrades to the software applications released by the vendor. Failure to renew these licenses would prevent SSC from properly maintaining critical propulsion test equipment and software applications. The impact to the government would be that the entirety of the Facility Control Systems Human Machine Interface (HMI) applications would have to be re-written, verified and validated in another development environment. To do so, would unnecessarily delay critical propulsion test programs as well as be excessively costly.
