This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Through a partnership between NASA and NOAA, the Westcoast & Heartland Hyperspectral Microwave Sensor Intensive Experiment (WH2yMSIE) will demonstrate the first-of-its-kind hyperspectral microwave airborne measurements (CoSMIR-H) and will be complemented by other passive (infrared, visible) and active (lidar) sensors onboard the NASA ER-2 aircraft. Serving as a future NASA planetary boundary-layer (PBL) mission prototype, WHyMSIE aims to capture a wide variety of thermodynamic, moisture, and PBL regimes across a variety of surface types. Vaisala is the provider of industry-standard, high-resolution vertical wind lidar profiling instrumentation and the WindCube 400S is used in a variety of important wind energy, maritime, meteorological, and complex terrain applications where knowledge of near-surface wind-speeds at high vertical and temporal resolution is crucial. For the WH2yMSIE the success of demonstrating how to connect PBL and surface winds is predicated on the collection of high-quality wind-field data at key locations spanning diverse surface types. The wind reference measurements must meet agreed upon U.S. federal and international standards in order to be useful demonstrating retrieval algorithms. The Vaisala WCL21SC is the only system capable of meeting these standards at a temporal and vertical resolution necessary to match up with the WH2yMSIE payload.
Vaisala can provide high-quality reference wind measurements and instrument support that cannot be provided elsewhere.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The use of Vaisala vertical wind profiling systems and their rental and deployment support services detailed above provides substantial cost savings to NASA Earth Sciences and therefore the taxpayer, because data from this relationship will provide the necessary ground measurements for evaluation of critical NASA algorithms and through the instrument support will eliminate the need for NASA personnel to travel to be trained on instrument operation and deployment while also ensuring NASA receives critical post-processed and quality-assured datasets in a timely manner. Investigating how to accommodate other profiling technologies and their limitations (vertical, spatial, and temporal resolutions), including the costs for deploying, installing, and operating, and the lower quality of
Page 2 V2.0 3-15-2017 reference data would be beyond the scope of available funding resources and therefore create a major impediment in NASA ESD’s ability to produce the required, high-quality reference data needed to support the WH2yMSIE campaign. Furthermore, the support provided by Vaisala for their wind lidars combined with the low-cost, simple deployment to our desired locations is not available by other vendors of vertical wind profiling instrumentation and would require substantially more support and resources to deploy other instrumentation and in some cases would require the deployment of multiple instruments to meet the performance of a WindCube system. Such time delays would make it impossible to meet the mandate imposed upon the Agency by the Administration, Congress and OMB.
