RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

Sole Source:

I recommend that NASA, NASA Shared Services Center negotiate with Trilion Quality Systems only for the purchase of four (4) Photron Nova R5 4K Cameras & associated peripherals to upgrade the Trilion Aramis imaging system. The total estimated cost of this effort is and the estimated period of performance is 12 months.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons. (please answer the questions below):

1.What are the reasons for soliciting only the suggested source?

Trilion is an authorized reseller of Photron cameras, and has agreements to be the sole source provider in the USA of these high speed cameras for use with the Aramis digital image correlation system. Trilion also has the unique experience and capability to provide application-specific training and support for these high speed cameras as is required for our use of and for the maintenance of our Aramis system.

MSFC has used the Trilion/Aramis imaging system for many years to provide analysis capability for static and dynamic photogrammetry systems and to exchange this data as required with other NASA Centers (Glenn Research Center, Langley Research Center and Johnson Space Center.) The Photron Nova R5 4K camera system is the latest version of the imaging system provided by Trilion to maintain the required capability of the Aramis system. Upgrading the Aramis system with the Trilion provided cameras and thus ensuring the continued accuracy, reliability, and compatibility of all elements of our analyses is of the utmost importance. Risking changes that are not compatible are deemed unacceptable risks.

2.What is the impact to the government if another vendor is used?

Since Trilion Quality Systems has agreements to be the sole source provider in the USA of these high speed cameras for use with the Aramis digital image correlation system, the required upgrade capability for the Aramis system would not be accomplished and the current cameras, no longer state of the art technology, would continue to be used which could negatively impact the accuracy and reliability of the data we gather and exchange with the other NASA Centers.
