☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The success of NASA’s goal of global photosynthesis measurements is predicated on the acquisition of high-quality photosynthesis instruments and the requested LI-6800F’s provide the highest-quality and most repeatable and accurate measurements on the market and the necessary accessories needed to measure a wide range of plants and leaf shapes and sizes. The Li-COR LI-6800F instruments and accessories detailed above provide substantial cost saving because they provide the highest-quality, most repeatable, accurate and trusted measurements of photosynthesis on the market and within the scientific community. Due to the time needed to carry out certain photosynthetic measurements, it’s essential to use an instrument that eliminates the need for additional replication of measurements to address high variability and is easy to setup and use to reduce the overall measurement time and costs in the field. The LI-6800F provide the most accurate measurement of humidity, the most uniform light source on the market, can quickly switch light sources for increased flexibility, allow for automated measurement curves reduce effort on the user, have the fastest response time, provide a sunlight-legible touch screen, and can measure both photosynthesis and fluorescence simultaneously reducing the time needed to measure each leaf by half. Together these capabilities serve to substantially shorten the time needed per measurement and per field campaign, reducing overall costs to NASA.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Scientist at NASA already utilize Li-COR instruments and the cost to adapt to a new system would be a major impediment in NASA ESD’s ability to produce the data needed to support it’s Missions, including having to establish performance against existing standards and to develop new methods to adapt existing retrieval algorithms that can accommodate data from a different instrument. Such time delays would make it impossible to meet the deliverable timelines required to inform NASA and partner algorithm development needs. To pursue the evaluation or procurement of an alternate instrument would be both operationally cost and time prohibitive.
