☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Rohde & Schwarz USA, Inc. for R&S MXO5 Oscilloscope. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4 weeks ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The MXO5 Oscilloscope item is going to the NASA LaRC EMC testing facility in building 1220, room

151. It is property of the Systems Integration and Test Branch (D210) for the purposes of MIL-STD- 461G EMC testing. It will be used for the testing and qualification of space flight hardware, primarily developed at LaRC. This specific product meets the technical requirements of the oscilloscope needed in the lab and is compatible with the lab’s existing system. This specific series of oscilloscope is required for the continuous monitoring of voltage and current during CS101 testing (according to the MIL- STD461G standard) that increases the safety of space-flight hardware. This product is also compatible with Rohde & Schwarz Elektra software, which is necessary. Elektra is the automation software that controls the test facilities instruments. No other product offers simultaneous continuous monitoring of voltage and current and interfaces with Rode & Schwarz Elektra software.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another product is selected, it potentially will not meet technical requirements. The space-flight hardware will be placed at risk of damage due to not being continuously monitored for over-power conditions. The EMC test facility uses Rohde & Schwarz Elektra software to control the lab’s instruments. Experience has shown that compatibility with instruments from other vendors is inconsistent. In the environment where space flight hardware is being tested, the test facility needs to have 100% confidence in the interface between automation software and test equipment hardware that could inject potentially damaging signals onto the mission hardware. The signal generator, therefore, need to be a Rhode & Schwarz unit, where the compatibility of hardware and software in unimpeachable.

Additionally, only this specific series of oscilloscopes provides the required functionality that allows for continuous power monitoring, eliminating the risk of hardware damage due to CS101 testing.
