Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Microchip Technology Inc. for HPSC Dev Kit. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

We are purchasing a development kit to facilitate integration for AFRC developers and engineers with current systems that utilize the F Prime framework. To enable these existing systems to collaborate with AFRC and conduct testing, it is essential that we integrate our ground systems with either an autonomous aircraft or a platform featuring an experimental flight control system. This purchase is intended for new equipment. The potential impact of not proceeding with this acquisition would be a lack of capability to interface with existing systems that implement the F Prime framework.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If an alternative brand is selected, it is anticipated that the financial implications could reach tens of millions of dollars. This is due to the necessity of engaging a new company to design and manufacture the hardware that NASA has already acquired, a process that would require several years to complete.
