☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Ansys for Scheduler Online. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 8/15/2024 - 8/14/2025.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The purchase of the STK software will provide enhanced mission planning capabilities for the Payload Mission Operations Division in support of MoonCAT. This will aid in furthering MSFC’s Payload Mission Operation Division’s (PMOD) automation/autonomy capabilities to support satellite operations missions that are in development. PMOD performed a trade study of candidate mission planning software tools and selected two software tools that met requirements for purchase and further assessment. The other Mission Planning software currently being evaluated is the Naval Research Laboratory (NRL) Virtual Mission Operations Center (VMOC) mission planning software. The STK software will be included in the current PMOD Mission Planning trade study evaluation which will be scored based on a set of software requirements along with the Figure of Merit performance specifications.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Selection of a different brand would result in significant delays in development of enhanced payload capabilities in the HOSC. Selection of another software tool would require requirements compromise and could result in incompatibilities with planned orbit determination tools. STK scheduler is an add-on to STK orbit determination tools already in use by MSFC, so this interface is streamlined and transparent to the user. STK Scheduler has the unique ability to apply flight dynamics-related constraints to any task or resource scheduling problem. The dynamic scheduling algorithms for instance allows results of reality to be incorporated into future plans. Scheduler Validation routines also operate independently to ensure/validate that the schedule does not contain any conflicts as defined by the resource and task attributes in the schedule. These features/ built-in automation are needed to support MoonCAT mission critical maneuvers.
