About this file

This document is a Recommendation and Determination to Solicit from One Source or Brand Name for a specific S-band magnetron (VMS1197B) produced by CPI International Inc. The estimated cost is undisclosed, with an estimated 10-month period of performance or lead-time for delivery after award. The magnetron is a critical replacement part for NASA's NPOL S-band radar, which is essential to the Global Precipitation Measurement (GPM) mission Ground Validation program. The recommendation cites the unique specifications of the magnetron and the impracticality of using an alternative vendor or brand, as the NPOL radar cannot operate without this specific replacement part.

The related federal contract opportunity is a Special Notice for a sole source requirement for the S-Band Magnetron, issued by the National Aeronautics and Space Administration (NASA) Shared Services Center.

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This item is a specific part for NASA’s NPOL S-band radar. This is the original manufacturer (889 compliant) of the magnetron and it`s the direct replacement part.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The NPOL radar is NASA’s flagship weather radar and is critical to ongoing actions of the Global Precipitation Measurement (GPM) mission Ground Validation program. The radar cannot operate without replacement of this magnetron.
