☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased. The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The PowerFLOW software suite is used to simulate unsteady flows over extremely complex geometries without requiring the typically costly and time-consuming grid generation process of other standard flow solvers. PowerFLOW can generate rapidly Cartesian grids with varying spatial resolution, a capability that is essential for determining the accuracy of computational results. NASA has been using Dassault Systemes (DS) licenses to perform PowerFLOW simulations in support of Computational AeroSciences Branch (CASB) tasks for the past twelve years, with some of those tasks still ongoing. Hence, CASB has invested considerable time and computer resources to establish various capabilities of PowerFLOW and to validate its accuracy in performing these calculations.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Should NASA be unable to renew the PowerFLOW licenses, the impact upon completion of critical project milestones and CASB’s ability to simulate complex airframe geometries would be severe. It will take CASB nearly two years (at considerable cost and computational resources) to find an alternative replacement for PowerFLOW. Such an endeavor would imply duplication of costly simulations of sample existing complex geometries and validation of the accuracy of the replacement software in performing such computations in order to establish it as an acceptable tool. This could not be done within acceptable time, manpower, and reasonable computational resources that would meet project timelines.
