About this file

This document is a Statement of Work (SOW) for a requirement to replace the cold head and consolidate detectors in a cryogenic detector system at the NASA Glenn Research Center. The SOW describes the objectives, which are to service the cryogenic system, install a new replacement cold head, and integrate additional detectors from a second system. The contractor will perform the required repairs, upgrades, and provide a full system test report within 12 weeks of receipt of the system.

The related federal contract opportunity synopsis indicates that NASA intends to issue a sole source contract to Quantum Opus, LLC under the authority of FAR 13.106-1(b)(1)(i) for the Cold Head Replacement & Detector Consolidation requirement. The procurement will be for commercial items and services using FAR Part 12 and FAR Part 13 procedures. The NAICS code is 334519. Interested organizations may submit their capabilities and qualifications in writing by 8/8/2024 for the government to determine if this will be a competitive procurement.

STATEMENT OF WORK

PR: Cold Head Replacement & Detector Consolidation

1.0 Introduction/Background: The NASA Glenn Research Center is developing systems for quantum communications. These systems require high performance single photon counting devices which possess both high quantum efficiency and very low timing jitter. A superconducting nano-wire single photon counting detector system used for this purpose in possession of NASA GRC requires replacement of its cold head, as well as integration of additional detectors from a second system to reduce future maintenance and operating costs.

2.0 Scope of Work: This procurement is for the replacement of the cold head in a cryogenic detector system and installation of detectors which will be removed from a second system.

3.0 Objectives: A cryogenic system containing 12 superconducting nanowire detectors, cryogenic amplifiers, bias and readout electronics shall be serviced and upgraded by the contractor, who will provide a report containing the performance of each channel.

4.0 Description of the Work/Contractor Tasks:

The contractor shall service the cryogenic system and install a new replacement cold head, type Sumitomo RDK-101DL with twelve superconducting nanowire detectors mounted to it. Four of the detectors will have cryogenic amplifiers added and updated bias control electronics, which will allow for user setting of detector bias levels. The contractor shall make all other necessary modifications to the cryogenic system to support these detectors and provide analog outputs for the amplified detector signal. The contractor shall perform a full system test and provide a report containing test results of each detector channels performance.

5.0 Deliverables:

The contractor shall complete the required repair, upgrades, and full system test report within 12 weeks of receipt of the system. The system will be picked up by NASA personnel upon completion of the work or other delivery arrangements made in coordination with NASA at a later date.
