About this file
This document is a Statement of Work (SOW) for NASA's SEATEST 7 project, which is part of the NASA Extreme Environments Missions Operations (NEEMO) program. The objective is to test Artemis logistics off-loading techniques, pressurized container sizes, and transfer methods using mockups staged on the seafloor. NASA is seeking a contractor to provide use of facilities, equipment, personnel, and support services for mission preparation and real-time support, including technical dive and operations training, documented dive procedures and response plans, a large sandy bottom area, power and space for communications/video gear, qualified staff, conference room space, support boats, and scuba/waterfront gear and services. The period of performance is August 22 - October 5, 2024, with the actual mission dates scheduled for September 17-29, 2024. This SOW is associated with the Artemis Logistics Testing federal contract opportunity, Solicitation Number 80NSSC24878484Q, issued by the National Aeronautics and Space Administration Shared Services Center.

Statement of Work (SOW) for
The National Aeronautics and Space Administration (NASA)
And the University of Southern California Project:
NASA Extreme Environments Missions Operations (NEEMO) /
Space Environment Analog for Testing Extravehicular (EVA) Systems & Training
(SEATEST) Analog Missions
INTRODUCTION:
The objective of this call is to test Artemis logistics off-loading techniques, pressurized container sizes, and transfer methods using mockups staged on the seafloor. Astronaut evaluators on scuba will be doing the evaluation scenarios, while data is captured by a team topside. This call will be referred to as SEATEST 7. The mockups include 1) a Multi-Purpose Habitat (MPH), 2) An unpressurized rover Luggage Rack, 3) various sizes of Crew Portable Carriers (CPCs), 4) representative air tanks (not pressurized), and 5) a davit and “clothesline” system for loading/unloading tanks and CPCs. Mockups will be arranged on 6) a structural deck covered in grating laid out on the seafloor.
TASK:
Provide use of all facilities and associated support services for mission preparation and real time support. Specifically, provide the following equipment, personnel and services as negotiated in advance and during the mission:
• All required technical dive and operations training
• Documented dive procedures and response plans
• A large, sandy bottom area in 25-40 feet of water in close proximity to the dock
• Space on the dock and power for comm/video gear setup and dive monitoring personnel
• Qualified and trained staff for needs that may arise, such as crane use
• Conference room space, to be used as an MCC and team debrief location
• Support boats
• Scuba and other waterfront gear and services (e.g., air refills)
SCHEDULE:
SEATEST 7 will occur between
August 22 – October 5, 2024.
• August 23-30 will be used as an engineering week, to deploy the deck and mockups.
• September 17-29 are the actual mission dates.
• September 30 – October 5 are included in the period of performance to accommodate teardown and a mission schedule slip or extension due to weather or other circumstances.
PERIOD OF PERFORMANCE:
The period of performance for this call for the NEEMO 24 Engineering Test is August 22 -
October 5, 2024.
