I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Allen-Bradley/Rockwell Automation, Inc. for PLC and UPS Equipment The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4-5 weeks ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name?

Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This requirement is for the acquisition of equipment that will be integrated with existing infrastructure already in place at NASA Stennis Space Center (SSC). Extensive systems, workflows, and other artifacts are in place within NASA SSC and this procurement is a continuation of the existing implemented setup. The distinctive features of this product are considered standard in SSC’s current work processes and system architecture. Per NASA-SOC- SAR-2024-0002 there have been multiple instances of counterfeit Allen Bradley1756 PLC modules. To propery mitigate and keep tracability within the supply chain all new Allen- Bradley PLC modules should be bought only from authorizied Allen-Bradley distrubitors.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The introduction of a new vendor/product to meet this functional requirement would have repercussions on project timelines, budgets, and staff. Time delays would result from evaluating different products and transitioning to a potentially unfamiliar product. Furthermore, there is a possibility that project team members would need training to become proficient with the alternative product. The overall impact of such a change would be considerable. Any counterfeit or rebuilt ControlLogix cards introduces unacceptable risk/ vulnerability on critical control systems along with breaching terms of service with the rest of the Allen-Bradley

Page 2 V2.0 3-15-2017 software suite. To pursue the evaluation or procurement of an alternate hardware solution would be both operationally cost and time prohibitive.
