About this file

This document is a Justification for Sole Source or Brand Name procurement for a NASA Shared Services Center requirement. It recommends the procurement of a Phantom VEO 1310L high-speed camera from Vision Research for use in unsteady pressure-sensitive paint and schlieren-based velocimetry measurements.

The key technical requirements for the camera include: 10,000 fps frame rate, 1280x960 pixel resolution, 18um or smaller pixels, frame straddling capability, 1us minimum exposure, 12-bit monochrome output, 400-850nm spectral response, 10Gb/s data transfer rate, 72GB on-board memory, and compatibility with Nikon F-mount lenses in a compact 127mm cube form factor. The sole source justification cites the unique capabilities of the Phantom camera and its compatibility with existing imaging software and researcher experience. The estimated cost is not provided, but the period of performance is 30 days ARO. The procurement will be sole source to Vision Research.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Vision Research only for High- Speed Camera for Unsteady Pressure-Sensitive Paint (uPSP) and Schlieren-Based Velocimetry Measurements. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days ARO.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This camera will be used for both unsteady pressure-sensitive paint and schlieren-based velocimetry measurements. We require a compact, high-speed CMOS camera capable of a framing rate of 10,000 frames per second with a sensor resolution of 1280 by 960 pixels. The pixels must be 18 um or smaller.

The camera must be capable of frame straddling such that two images can be acquired sequentially with an interframe time of less than 800 ns (straddle time). When operating in a frame straddling mode, the camera must be capable of a framing rate of 5 kHz. The minimum exposure the camera is capable of must be 1 us. The camera must be monochrome and able to provide images with a bit depth of 12-bits with spectral response (quantum efficiency) exceeding 30% between 400 nm and 850 nm. The camera must be capable of a data transfer/offload rate of 10 Gb/s using an Ethernet connection. The camera must also have a minimum 72 GB of on-board memory for acquisition of image sequences. The camera must be capable of being triggered using a BNC connection and capable of synchronization with other systems using a BNC connection. The camera must be able to accommodate Nikon F-mount lenses for imaging.

The physical dimensions of the camera (without lens) must not exceed 127 mm by 127 mm by 127 mm.After extensive research, the Phantom VEO 1310L was found to meet or exceed our requirements.

Additionally, the camera (manufactured by Phantom) is compatible with existing imaging processing software that has been designed for processing Phantom Cine-formatted files. The researchers using this device have extensive experience using Phantom-branded cameras and its control software for data acquisition.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The camera is needed for testing that will be performed in FY25 in facilities that require the compact form factor. The framing rate, spatial resolution, frame-straddling capability, on-board memory, and data
