☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Tektronix Inc. for Tektronix MSO58B 5-BW-1000. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6 weeks

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Langley Research Center regularly uses other Tektronix equipment of this type (oscilloscope) and have licenses and peripheral equipment to support that use. If another brand device is used, then we would need to spend significantly more money to replace the licenses and peripheral equipment that we currently have access to in order to fully utilize this equipment the way we are able to currently work with. YOKOGAWA is the only other vendor that could supply an 8 channel mixed signal oscilloscope, however the maximum bandwidth of their 8 channel scope has is limited to 500 MHz which would not be sufficient for our needs. The speed limitations coupled with the additional cost of replacing licenses and peripheral equipment makes the Tektronix MSO58B 5-BW-1000 the only piece of test equipment available to fit our needs.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If we were to deviate from using this brand it would cost NASA over 30,000 dollars to replace the existing licenses and peripheral equipment to use with a different manufacturer, in addition to the cost of this purchase.
