☒I recommend that NASA, NASA Shared Services Center negotiate with ATA Engineering only for conversion of existing perpetual licensing to a 1-year XaaS subscription which includes a right to use license and maintenance, enhancements and support of FEMAP software (see specifications for details) .

The total estimated cost of this effort is $ and the estimated period of performance or lead-time for delivery is August 1, 2024 through July 31, 2025.

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA GRC’s primary use for Siemens Femap and Nastran products is in support of the Orion MPCV Program. ATA Engineering, Inc. has first-hand experience supporting this project and has provided invaluable modal testing and vibroacoustic support at NASA. NASA GRC has contracted with ATA Engineering to provide upcoming modal and acoustic test support and also utilizes the ATA Software packages “IMAT” and “PressMap”. In addition to the other above listed products, ATA has extensive experience in supporting these applications, which are all currently utilized by the Engineering staff at GRC and we want to consolidate all of our first level engineering support under a single provider. This allows us to work models across multiple applications, with a single support provider, improving efficiency, reducing delivery times of models, and improving our end products to the projects. NASA GRC has a long working relationship with ATA Engineering and we have been impressed by ATA’s depth of knowledge and excellent support of current engineering projects.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

NASA GRC has a tremendous amount of history with these products and the support we get from ATA Engineering, to go with another product or vendor would impact numerous project schedules on which the applications is currently being used. Any requirement to rework models due to an application change would also result in further delays and loss of productive engineering time to rework models. This is a renewal of existing licenses and should not result in working this like it is a new product that isn’t already in production and usage across numerous projects. Loss of schedule and compatibility impacts are possible.
