☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

I am interested in sourcing this device solely from Surface Optics Corporation because they provide a unique product capable of measuring both normal and directional emissivity in the infrared spectral range. Surface Optics Corp.’s emissometer is also packaged in a portable handheld format that enables it to be used in both benchtop and in-situ settings. This is crucial for measurements of test articles whose emissivity’s may change during use in the wind tunnel. The crucial discriminating factor between the

Surface Optics Corp. device and alternatives is that it has a NIST traceable calibration and provides a measured emissivity in discrete wavelength bands as opposed to an integrated measurement. For these reasons, the handheld emissometer from Surface Optics Corp. has become the industry standard for in-situ measurement.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another vendor/brand were used, it would greatly sacrifice data quality. The only know alternative to this device provides only an integrated measurement of the normal emissivity, greatly reducing the quality and usability of the provided data.
