About this file

This document is a Recommendation and Determination to Solicit from One Source or Brand Name for a Keyence microscope. The NASA Shared Services Center recommends negotiating only with Keyence Corporation of America for this Keyence microscope, which will serve as a ground control unit for Biological and Physical Sciences research on the International Space Station. The total estimated cost is an unspecified dollar amount, with a 30-day delivery timeframe. The justification is that the requested Keyence microscope is equivalent to the existing KERMIT microscope on the ISS, and using an alternate brand would risk unreliable science results due to differences in optical components. No other vendor can provide the exact specifications as the ISS KERMIT microscope.

The related federal contract opportunity is a sole source requirement from the NASA Shared Services Center for the Keyence microscope, with an estimated dollar value and delivery timeframe.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Keyence Corporation of

America only for Keyence Microscope. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 Days ARO.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased. The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The requested Keyence microscope is equivalent to the KERMIT microscope that is currently on the

International Space Station (ISS). It will serve as a ground control unit for Biological and Physical

Sciences (BPS) supported research managed by KSC that seeks to investigate how the spaceflight environment affects biological systems. It is critical that the ground microscope unit have the same optical components as that on the ISS to ensure that the science that compares spaceflight effects to that on the ground is reliable. No other microscope vendor can provide the exact specifications as the ISS

KERMIT.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If another brand is used, there is a risk that science results derived from using the ISS KERMIT system will be unreliable. To ensure that science results are accurate, the ground microscope unit and the ISS microscope unit should have equivalent components. To pursue the evaluation or procurement of an alternate hardware solution would be both operationally cost and time prohibitive.
