STATEMENT OF WORK

General Dynamics Mission Systems (GDMS) Communications Security

(COMSEC) Equipment

June 2024

Background

• The Regional Information Technology Services and Solutions division at Wallops

Flight Facility (WFF), supports all IT services at Wallops to include COMSEC account services and support. Due to the sensitive nature of the missions that take place on-site, we require GDMS to supply COMSEC equipment in compliance with National Security Agency (NSA) regulations.

• COMSEC equipment is required for the safe handling of classified information.

This equipment is highly specialized and governed/certified by the NSA for use in Classified settings to ensure proper controls are maintained to ensure United States National Security.

• The equipment is specifically developed by General Dynamics Mission Systems to meet the stringent requirements developed by NSA meet all known Information Security/COMSEC requirements in accordance with Information Assurance policy and guidelines under NSA and Committee for National Security Systems Instructions (CNSSI).

4 TL-VLAN TACLANE Agile VLAN/HAIPE and Layer 2 Passthrough Software Feature Software enhancement that provides support for simultaneous HAIPE Ethernet/IP and VLAN 802.1Q traffic.

This software feature may be installed into a TACLANE-FLEX, Micro, 1G or 10G encryptor. GEM One Standard (R1.1+) is available for license management (group or transfer) capability and is purchased separately.

Requirements

• Contractors shall be responsible for the supply and delivery of COMSEC equipment to WFF.

• WFF local COMSEC Account Number 812220 will take possession of the equipment and become the local cognizant authority per NSA rules and guidance.

Deliverables or Delivery Schedule

• Deliverables consist of items and quantities listed above.

• Each equipment unit delivered shall be accompanied by:

Place of Performance

• All work shall be performed for GDMS at commercial facilities approved by NSA. No work shall be performed at WFF. Final acceptance of all items shall be at NASA Wallops Flight Facility per delivery instructions placed with the order.

Period of Performance

• The period of performance for this order shall be at the start of award until the products are delivers.

• Anticipate lead time is 90 Days
