About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to provide Johnson Space Center's Protective Service Division with body-worn cameras (BWCs) and a digital evidence management system (DEMS).
The requirements include providing a minimum of 16 body-worn cameras with specific technical capabilities such as 1080p video resolution, 120-degree field of view, 12-hour battery life, and military-grade durability. The DEMS must be cloud-based, meet FedRAMP High or higher authorization, provide robust data security and chain-of-custody features, and enable advanced functionality like video transcription and redaction. The anticipated period of performance is 31 March 2024 to 31 March 2029, with a 12-month base period and four 12-month option periods. The contract type is preferred to be firm-fixed price. The related federal contract opportunity is Solicitation Number 80NSSC24864444Q, titled "AXON BODY CAMERAS," issued by the National Aeronautics and Space Administration Shared Services Center.

STATEMENT OF WORK
Johnson Space Center, Protective Service Division, Security Body Worn Cameras and Digital Evidence Management System Need (per Requirement)
1. Objective/Requirements
Per Federal requirement (Executive Order 14074), the Protective Services Division (PSD) requires a minimum of 16 Body-Worn Camera(s). Body Worn Cameras (BWC’s) are audio and video recording devices worn by law enforcement officers as part of their uniform to document what they see and hear as they perform their duties. Additionally, along with the BWCs, PSD requires the body worn cameras are accompanied with digital evidence management software (DEMS), with a minimum of 21 DEMS for users and 4 DEMS for administrators (also in support of Executive Order 14074). A firm fixed price contract is preferred for this acquisition, with an anticipated Period of Performance of 31 March 2024 – 31 March 2029, including a 12-month base period and 4, 12-month option periods. The body worn cameras will be purchased in the base period and the licenses will need to have a 12-month term.
2. Characteristics, Scope, and Specs
The following Salient Characteristics are needed to be included with BWC and associated support equipment:
• 16 each Body-Worn Camera
• Video Resolution: 1080, 720H, 720L, 480
• 120-degree field of view
• Low light capability 1.0 lux or better
• Dual Microphone, configurable buttons, feedback options, auto white balance
• 4G LTE, Wi-Fi transmission options
• Video Format: MPEG-4
• Battery Life: 12 hours
• Onboard Storage: 64 Gigabytes
• Pre-Event Buffer: up to 120 Seconds
• IP Rating: IP67
• US Military Standard: MIL-STD-810G
• Drop rating: 6 Feet
• Operating Temperature: -20 Degrees Celsius to 50 degrees Celsius
• Onboard Encryption: XTS-AES-128/256
• Multiple mounting options for ballistic vest, shirt, jacket
• Single Docking Station for each camera
• Cloud Based DEMS Licenses (Basic User)
• DEMS Licenses (Pro/Administrator Level User)
• Cloud based service must meet Federal Risk and Authorization Management Program
(FedRAMP) Authorized High or higher
• Data protected by geographical redundancy and backed up for resiliency and point-in-time recovery
• All data is secured at rest and in transit using Federal Information Processing Standards (FIPS)-compliant cryptographic methods such as Secure Hash Algorithm (FIPS 180-4) or encryption (FIPS 140-2)
• Evidence management software complies with IACP Performance Specification Erasure prevention to ensure users can not erase, alter, or record over video and data
• The system maintains a chain of custody log on all data files from the moment they are uploaded until they are deleted. All actions (e.g., open, copy, redact, etc.) on the files are recorded in the log and cannot be altered by any user or system administrator.
• Controlled through a full featured web interface that is compatible with all commonly used web browsers (e.g., Chrome, Safari, etc.) and can be used on any PC or mobile device
• Access through SSO is enabled when using the mobile browser to log into hosted web applications
• Full ownership and rights to data collected maintained by contracting agency
• No propriety file formats utilized
• Archived data solution does not require proprietary software to access
• All cameras, docks, and DVRs can be controlled, configured, updated, deactivated, and maintained through DEMS
• Video/Audio files from the evidence capture device are automatically offloaded when connected to a secure network to a predetermined storage location. All evidence data collection, storage, secure transfer, and protection is provided by the system without direct or remote user intervention or control.
• Provide video and audio transcription for court use and report writing
• Detect partial downloads and reconstruct complete files even when downloads are interrupted
• Ability to verify the integrity and authenticity of transferred and stored video/audio evidence
• Provides user-friendly interfaces to enable real-time search, review, reports, export, and sharing of archived information by authorized users
• Simultaneously captures and correlates inputs from multiple evidence capture devices
• Can store evidence of any file format (e.g., Word, PDF, AVI, MP3, VSDX, etc.) and display the data in a third-party application
• Supports built-in facial analysis, locate all faces, face follow, audio redact, object redaction, segment into clips, and automated transcription services
• API to integrate with a variety of 3rd party tool sets, including AI video processing/analysis, Tableau, and PowerBI
• A store-and-forward architecture used to improve resiliency by ensuring that system events will not affect data at the edge, and vice-versa
• Copy-on-change ensures that the original data is never altered. When data changes are required (metadata coloring, categorizing, redaction) the source data is copied, and all edit functions operate only on copied data. No operation can ever affect source data at rest.
• An audit trail is always updated and preserved along with the source data and the edited data
• Utilize global upload policies; categorized priority events can be uploaded above other, less serious, events
• Evidence files can be grouped together into cases
• Evidence files and cases can be shared internally or externally with the appropriate authorization
• Sharing data via email is configurable. An email can be sent to an agency partner with a secure link allowing them to access the system to view, download, or view once.
• Option to use the secure virtual private network and transfer data via LTE avoiding the risk of congesting agency networks or Internet access points
• Integrated with AT&T FirstNet and Verizon PSNet LTE data platforms, offering private and priority routing for public safety communications
• Provide in-person multi-location and virtual training for camera operation and software solution utilization
• On-site and in person training of all BWC and associated equipment
3. Deliverables
BWCs and associated equipment provided for in paragraphs 1 and 2, should include in-person representative training on all associated equipment. Additionally, an adequate sustainment and replacement plan should be included with any equipment order, along with a Point of Contract (POC) who can provide solutions and telephonic responses on any/all equipment failures within 8 hours (workday, Monday – Friday) requests. Finally, all equipment deliveries should be provided via the most expedient shipping means available (excluding overnight deliveries).
