About this file
This document contains a statement of work and related federal contract opportunity notice. The statement of work requires replacement of the existing human machine interface and touchscreen processor equipment in the generator switchgear at two buildings located at NASA's Wallops Flight Facility. The contractor shall design and engineer the replacement equipment, reprogram the existing interface program for compatibility with the new components, add a "Mission Critical Mode" program feature, update the graphics interface, test components on a simulator, and provide all necessary logistics, drawings, and project management. Work must be completed by June 30, 2024. The related sole source contract opportunity notice indicates NASA intends to award the contract for this work to Carter Machinery Company due to its status as the sole provider of generator switchgear repairs. Interested parties may submit capabilities for consideration until February 2, 2024, but the work will be awarded noncompetitively to the identified incumbent.

STATEMENT OF WORK
1. Objective/Requirements NASA GSFC Wallops Flight Facility currently owns Caterpillar utility/generator paralleling switchgear in buildings U12 and X141. The building U12 switchgear touchscreen processor (TSP) and human machine interface (HMI) recently failed and require replacement. However, the existing model of the TSP and HMI are at end of life and no longer supported by the manufacturers. As a result, the new TSP and HMI at building U12 are not compatible with the existing building X141 TSP and HMI and therefore need to be upgraded as well.
2. Characteristics, Scope, and Specs
The contractor shall provide and perform the following duties:
• Design/engineer the replacement of the existing HMI and TSP equipment in the buildings U12 and X141 generator switchgear to include the touchscreens, graphics cards, switches and fiber optic repeaters.
• Design and perform reprogramming and converting the existing HMI program files from the existing program to the new TSP/HMI compatible program.
• Design and perform program changes in the TSP/HMI program to allow for a “Mission Critical Mode” that allows the two existing U12 generators to parallel with the utility.
• Design and update the graphics for the HMI.
• Perform and test hardware, programming changes and HMI graphic changes on a simulator.
• Provide all logistics necessary for material acquisition, shipping, and project management.
• Provide updated drawings in an AutoCAD (.dwg) and PDF electronic format that includes all design changes and as-builts design conditions to show all new TSP, HMI, touchscreens, graphics cards, ethernet switches and fiber optic repeaters and other components.
3. Place of Performance
GSFC Wallops Flight Facility 34200 Fulton Street Wallops Island, VA 23337
4. Period of Performance Complete work by 6/30/24.
