About this file
This document contains a recommendation and determination to solicit from one source for a federal contract opportunity. The recommendation is for NASA Shared Services Center to negotiate solely with ESI North America, Inc. for renewal of an annual VA One vibroacoustics simulation software maintenance agreement. The VA One software is needed for developing launch loads and environments models at NASA Langley Research Center to share with other NASA centers, contractors, and commercial partners. Using another vendor would result in lost efficiency due to additional training, potential loss of functionality, and issues sharing models due to lack of compatibility with other users of VA One software. The related federal contract opportunity is a special notice for the VA One Software Renewal with solicitation number 80NSSC23857306Q from the National Aeronautics and Space Administration Shared Services Center.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with ESI North America, Inc. only for VA-One Flex Package, Add Tokens & Add GUI User. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is January 31, 2024 – January 30, 2025.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased . The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The annual maintenance of the ESI VA One vibroacoustics simulation software is needed for NASA Langley Research Center, . The VA One software is the accepted method used by for developing loads and environments (launch, abort, etc.) for launch vehicles, spacecraft, and payload structures. The input and output of this software are passed through NASA and contractorcommunities for launch design load development and/or independent verification.
This renewal is required in order to receive software technical support and software updates for the VA One application and maintain functionality with the latest version of loads and environments models utilized by other NASA centers and commercial partners such as Sierra, Boeing, SpaceX, etc. The renewal is needed to maintain compatiablity since specific scripts and model building tools have been established specific to VAOne. Additionally, other NASA centers and commercial companies that we currently work with use VAOne where model sharing is needed.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another vendor was used for the VA-One software renewal, this will result in loss of efficiency in model building and analysis setup time, increased cost for additional training to use new software, and potentially loss of some functionality (i.e. BEM-SEA hybrid solves). Additionally, potential model sharing issues with other NASA centers and/or commercial partners because of lack of compatiability.
