About this file
This statement of work outlines requirements for a digital torque transducer to upgrade testing capabilities at NASA's Electric Aircraft Testbed facility. The scope of work calls for one 5kNm digital torque transducer with specified measuring range, accuracy, speed, electrical configuration, bus connection, and rotational speed measuring systems. The objectives are to expand the existing torque measuring capability of the NEAT facility to accommodate increased torque levels from upgrades to the Water Brake Dynameter. The contractor tasks will be to provide the torque transducer, calibration, and corresponding cables. The deliverables include the torque transducer, calibration certificate, and two cable assemblies. The related federal contract opportunity is solicitation number 80NSSC23848185Q from NASA for the torque transducer, calibration, and connecting cables.

STATEMENT OF WORK
Intent to Sole Source: One Digital Torque Transducer
1.0 Introduction/Background: The NASA Electric Aircraft Testbed (NEAT) is a test facility at Armstrong Test Facility (ATF) that allows the testing of high-power equipment for eventual use in hybrid-electric aircraft systems. It is one of the only facilities in the world that can test high-power systems and components under simulated altitude conditions. NEAT is part of the Power and Propulsion (P&P) sub-project, which is part of the Advanced Air Transport Technology (AATT) project. The P&P sub-project is exploring multiple technologies that would enable electric, or hybrid-electric, aircraft, resulting in quieter, more fuel-efficient, and more environmentally friendly flight.
NEAT is expanding its torque capability of the Water Brake Dynameter to 3.3 Megawatts to test high power components required for hybrid-electric flight. This procurement is for
(1) digital torque transducer, which will enhance the existing capability.
2.0 Scope of Work: This procurement is for (1) 5kN⸱m digital torque transducer.
The torque transducer is meant to upgrade the existing 2kN⸱m torque transducer to account for increased torque in the Water Brake Dynameter.
Specifications include:
- Measuring range:
o 5kN⸱m
- Component:
o Complete measurement flange
- Accuracy:
o Opt.U + imp. Acc. CT ± 0.01% @ 10%
- Nominal Speed:
o 12000-18000 rpm acc. to meas.
- Electrical Configuration:
o 60kHz ± 30kHz and ± 10V output
- Bus Connection:
o CANopen
- Rotational Speed Measuring System:
o Optical and reference pulse
- No protection against contact
- No customized modification
3.0 Objectives: Expand the existing torque measuring capability of the NEAT facility to accommodate for the increase in torque from the Water Brake Dynameter. This new transducer will expand the possible testing that can be done at the facility, and open options for more customers.
4.0 Description of the Work/Contractor Tasks: The contractor task consists of
