☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Precision Filters, Inc. for Precision 28000 Signal Conditioning System. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 90-120 days ARO .
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This product was specified because it meets future NASA customer testing requirements. This product will integrate with the existing hardware and comply with recent efforts to create a more universal system/hardware among ground testing facilities. Much more hardware/software infrastructure will need to be purchased and developed to create a system that operates within the confines of the existing DAS system.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The facility currently has a primary DAS in place which is made of Pacific Instruments hardware. The current High-Speed System utilizes a DeweTron hardware and DeweSoft software, which use a Precision Filter rack. This purchase would be for another Precision Filter hardware rack and associated cards. This purchase is to expand our channel count through the Precision Filter cards. These cards already have custom software to communicate with the facility Pacific Instruments hardware. This setup is also where the NASA ground testing community is moving towards. Some are in place and others are in procurement. This will allow leverage to use similar hardware among facilities and in an emergency, be able to borrow hardware to ensure mission success and keep mission schedules.

☐ - Recommendation and Determination to Solicit from One Source (RDSS): For open market purchases, pursuant to FAR 5.101(a)(2), the proposed contraction action was not placed on SAM.gov as oral solicitation will be used to solicit quotation under the authority of FAR 13.106-1(c).

Pursuant to FAR 5.201, any contract action over $25,000 shall be synopsized in the Government wide Point of Entry (GPE) and the brand name justification must be attached.
