MODEL BASED SYSTEM ENGINEERING SUPPORT

STATEMENT OF WORK

1. Objective/Requirements

This SOW is intended to bridge services being obtained by the Aeronautics Research Mission Directorate (ARMD) under the Armstrong Flight Research Center (AFRC) Engineering and Technical Support Services (ETSS) Contract task NHA22TO4005. The ETSS contract ended February 15, 2023 and has been extended in two month increments until August 31, 2023. ARMD has been informed that AFRC has determined that services under the follow-on ETSS contract will no longer be available to entities outside of AFRC.

The plan is now to transition this requirement to the Data, Analysis and Technical Support Services II (DATSS II) Blanket Purchase Agreement (BPA). The DATSS II solicitation request for proposals was planned for release November 1, 2022 and finally released May 30, 2023. It is not anticipated that the award for DATSS II will be made prior to the expiration of the ETSS contract. This sole source simplified acquisition will allow the continuation of critical services only currently available from Modern Technology Solutions, Inc. (MTSI) until the award of the DATSS II contract.

These critical support areas are twofold. First, to provide Model Based Systems Engineering (MBSE) support to continue the development and maintenance of system models captured in the Advanced Air Mobility (AAM) reference framework for coordination and release of NASA technical content to our stakeholders. Model development includes the decomposition of AAM concepts into behaviors and functions that trace back to associated system-level requirements for AAM concepts. Support in the form of system modeling guidance, model structure development, requirements tracing, and system analysis modeling is needed to prepare and review the model data for release to stakeholders. The contractor for this effort shall have extensive knowledge of MBSE processes and practices, model simulation expertise, knowledge of the AAM Mission model structure, in depth familiarity of the AAM Mission modeling processes outlined in the ARMD AAM MBSE Implementation Plan, the current AAM reference framework being built in the Office of the Chief Engineers’ Teamwork Cloud, and the MagicDraw software being utilized to assemble the reference framework.

The second support area is to provide graphics and visualizations for the documents and presentations in support of AAM Mission projects and the Mission Integration Office.

These products are intended to support the development of a common set of material for AAM related activities used across ARMD for outreach and messaging. The contractor for this effort shall have in-depth familiarity with ARMD AAM documentation including the NASA UAM Vision ConOps, AAM Model Based Systems Engineering (MBSE) Implementation Plan, AAM Mission project use case scenes, existing AAM Mission outreach graphics, AAM Mission presentation material both still and video images, the software used to produce existing products and the current processes used to create and approve these graphics.

2. Tasks

First support area

• Support efforts to release the initial requirements and architecture from the MBSE reference framework to stakeholders including incorporating updates identified during the review process in the fall of 2023,

• Support modeling of relevant Federal Acquisition Regulations (FARs), standards, and use case decompositions into behaviors and functions that will be needed for the release and those needed prior to the turnover of materials to the Airspace, Operations and Safety Program (AOSP) prior to the end of 2023,

• Support efforts to develop modeling interfaces between the AAM reference framework system architecture model and industry and community stakeholder models being developed in 2023 under Space Act Agreements,

• Provide MBSE guidance and training to NASA personnel and contractors to support common core modeling practices as part of the realignment of the ARMD AAM Mission Integration Office (AMIO) and AOSP.

• Support the transition of efforts to the new DATSS II BPA.

Second support area

• Work directly with ARMD AAM project support and researchers to develop graphics and visualizations of AAM Mission use case scenarios described above,

• Update graphics and visualizations within existing presentations and outreach materials to be consistent with the latest research results and to be utilized for early FY24 outreach campaigns.

• Support the transition of efforts to the new DATSS II BPA.

3. Deliverables

• Monthly status reports to the Contracting Officer’s Representative (COR) on progress to deliverables, plans and issues. This report can be by e-mail or teleconference. If there is a teleconference, the report will be delivered and be available prior to the meeting. This report is due by the 5th of each month. If the 5th should fall on the weekend, it will be due the next working day. This deliverable shall be provided by e-mail in Word or PowerPoint format to the COR. This report shall include at a minimum; progress during the reporting month on each task, plans for the following month, risk items and mitigation plans,

• Initial requirements and architecture from the MBSE reference framework formatted for release to stakeholders by October 31, 2023,

• Modeled FARs, standards and use case decompositions for AOSP by December 31, 2023

• Model interfaces between community stakeholder models by January 31, 2024

• MBSE guidance and training to NASA personnel and contractors during the turnover of materials to AOSP by December 31, 2023

• New graphical representations of the scenarios and use cases captured in the

AAM reference framework and relevant ARMD project documentation, updated AAM visualizations and graphics intended to be used for AAM Mission Integration Office and ARMD project documents and presentations by January 31, 2024.

• Transition products identified.
