STATEMENT OF WORK FOR LICENSE TO ACCESS SE’S

ELECTRONIC AND MECHANICAL PARTS DATABASE ACCESSIBLE

FROM THE NASA TECHNICAL STANDARDS SYSTEM (NTSS)

1. INTRODUCTION

Silicon Expert’s Part Search tool (“SE’s Electronic and Mechanical Parts Database”), provides to NASA users relevant data and insight needed to mitigate risk from a product life-cycle plan beginning in development, through production to sustainment.

This document defines the scope of the implementation and support of the license to SE’s web-based Electronic and Mechanical Parts Database accessible to NASA Agency-wide users seamlessly via NTSS. The objective of this SOW is to provide NASA Agency-wide users, including on-site contractors, with reasonably comprehensive, current electronic and mechanical parts data to manage risk, avoid redesigns, and mitigate obsolescence.

2. DEFINITION

The following term is used within this document and is defined for clarity below:

Security Assertion Markup Language (SAML). An Extensible Markup Language (XML)-based framework for authentication and authorization between two entities: A Service Provider and an Identity Provider. The Service Provider agrees to trust the Identity Provider to authenticate users. In return, the Identity Provider generates an authentication assertion.

3. NASA LOCATION REQUIREMENTS

Subject to the terms and conditions of the Agreement, SiliconExpert grants NASA during the Term (as defined below), a non-transferable, non-exclusive license to access SE’s Electronic and Mechanical Parts Database for use by the NASA user community comprised of NASA personnel and on-site contractors limited to the number of users set forth in Section 4.5 located at each of the 15 NASA Facilities, including ancillary facilities, as follows:

a. Location 1: Ames Research Center (ARC).

b. Location 2: Armstrong Flight Research Center (AFRC).

c. Location 3: John H. Glenn Research Center (GRC).

d. Location 4: Robert H. Goddard Space Flight Center (GSFC).

e. Location 5: Jet Propulsion Laboratory (JPL).

f. Location 6: Lyndon B. Johnson Space Center (JSC).

g. Location 7: John F. Kennedy Space Center (KSC).

h. Location 8: Langley Research Center (LaRC).

i. Location 9: George C. Marshall Space Flight Center (MSFC).

j. Location 10: NASA Headquarters (HQ).

k. Location 11: John C. Stennis Space Center (SSC).

l. Location 12: Michoud Assembly Facility (MAF).

m. Location 13: White Sands Test Facility (WSTF)/White Sands Complex (WSC).

n. Location 14: Wallops Flight Facility (WFF).

o. Location 15: Independent Verification and Validation (IV&V) (NASA Katherine Johnson IV&V Facility” in Fairmont, West Virginia)

4. ELECTRONIC AND MECHANICAL PARTS DATABASE REQUIREMENTS

4.1 Access to SE’s Electronic and Mechanical Parts Database from NTSS

4.1.1 SiliconExpert shall provide direct electronic access to the Electronic and Mechanical Parts Database from NTSS and for transfer of a user’s profile from NTSS to the Electronic and Mechanical Parts Database that includes the following data, at a minimum:

a. User’s universally unique identifier (UUID) (acquired via the Security Assertion Markup Language (SAML) login).

b. User’s first name (acquired via the SAML login).

c. User’s last name (acquired via the SAML login).

d. User’s email (acquired via the SAML login).

e. User’s Center (acquired via the SAML login).

Note: All User attributes are able to change over time except for

“employeeNumber” which never changes. Since “employeeNumber” never changes for the life of the employee and is unique across all of NASA, it should be used as the authentication ID. All attributes should be updated in user profiles upon every login since they may change. The Center, email, first name, and last name should be used for user profile information and in the generation of metrics. SAML “AuthNRequest” should be digitally signed with Certificate exchange with NASA idP. Digital signatures will assure NASA that the SAML request is coming from the correct host. Request URLs should identify products with the “prod” URL parameter in the request. Center information for metrics should be pulled from the SAML attribute at login and/or user’s profile.

4.1.2 SiliconExpert shall provide on-demand access via electronic authorization

(SAML) to users who have been identified and authenticated in the NASA Account Management System (NAMS).

4.1.3 SiliconExpert shall provide a web-based, user-friendly, robust architecture that is for accessing electronic and mechanical parts data.

4.2 Search Capability, Options, and Filters

SiliconExpert shall provide search capability for users to find and export parts information quickly and efficiently by:

a. Partial or complete part designation, searching by the alphanumerical or numerical part designation.

b. Family entries.

c. Parametric attributes

d. Boolean searches.

e. Use of a taxonomy for parsing information that includes groups of parts that share similar characteristics.

4.3 Material Data Content Delivery

SiliconExpert shall provide electronic and mechanical parts information that includes built-in tools to help the user search for and identify the most optimal part for the design.

4.4 Sharing and Exporting Capabilities

4.4.1 SiliconExpert shall provide the capability to map NASA’s BOM data to SE’s Electronic and Mechanical Parts Database.

4.4.2 SiliconExpert shall provide the capability to download and export electronic and mechanical parts information to computer-aided engineering (CAE)/computer-aided design (CAD) solvers and Microsoft® Excel™.

4.5 Requirements for Tool Capabilities

4.5.1 SiliconExpert shall provide five (5) floating seats (unlimited use) to SE’s Electronic and Mechanical Parts Database for use at all NASA locations specified in section 3. For clarity, the number of licensed users is limited to a total of five (5) floating seats.

4.5.2 SiliconExpert shall provide the capability to check the overall BOM and individual part health.

4.5.3 SiliconExpert shall provide the capability to manage obsolescence risk and life-cycle trending.

4.5.4 SiliconExpert shall provide alerts on part changes by receiving part/product change notices (PCNs) and other alerts against components and parts lists.

4.5.5 SiliconExpert shall provide parametric searches and part recommendations.

4.5.6 SiliconExpert shall provide the capability to view environmental compliance on parts, Restriction of Hazardous Substances (RoHS), Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH), and other environmental regulations.

4.5.7 SiliconExpert shall provide the capability to identify counterfeit risk and Government - Industry Data Exchange Program (GIDEP) information.

4.5.8 SiliconExpert shall provide multi-sourcing options, view parametric, package, regulation compliance, obsolescence forecasts, component risk, datasheet histories, and inventory from authorized distributors.

4.5.9 SiliconExpert shall provide inventory availability from authorized distributors providing up-to-date inventory, lead-times, and costs from global franchised distributors.

5. General Requirements

5.1 SE’s Electronic and Mechanical Parts Database content and addition of new materials and datasets shall be normalized and analyzed on a reasonable basis.

5.2 SiliconExpert shall provide access to SE’s Electronic and Mechanical Parts Database via NTSS and SiliconExpert shall work in good faith towards SE’s Electronic and Mechanical Parts Database becoming compliant with Section 508 of the Rehabilitation Act.

5.3 SiliconExpert shall have detailed quality control procedures in place to ensure requirements of the SOW are materially met.

6. Availability of the Materials Database in the NTSS

6.1 SiliconExpert shall use reasonable efforts to provide advance notice to NASA if SE’s Electronic and Mechanical Parts Database will be temporarily unavailable on the website and of potential system performance impacts in advance of scheduled outages for maintenance.

6.2 SiliconExpert shall endeavor to schedule planned downtime during off-duty hours if necessary for maintenance.

6.3 SiliconExpert shall notify NASA promptly if SE’s Electronic and Mechanical Parts Database becomes inaccessible and provide reasons for the downtime.

6.4 SiliconExpert shall provide notification to NASA when SE’s Electronic and Mechanical Parts Database becomes accessible following all downtime.

7. Technical Customer Support Requirements

7.1 SiliconExpert shall provide technical customer support by personnel with detailed knowledge of SE’s Electronic and Mechanical Parts Database to respond to NASA user issues 24 hours a day/7 days a week for Critical Issues/Incidents and 8 hours a day/5 days a week for Standard Issues/Incidents.

7.2 SiliconExpert shall provide feedback to NASA regarding types of issues reported by NASA users.

8. Training

SiliconExpert shall provide unlimited Web-based training on use of SE’s Electronic and Mechanical Parts Database and prior to release of new features and enhancements.
