About this file
This document contains a recommendation and determination to solicit from one source for the acquisition of Chroma Systems Solutions 63630-80-60 DC modular electronic load modules. The National Aeronautics and Space Administration Shared Services Center intends to negotiate solely with Chroma Systems Solutions to supply the modular DC load, which can simulate a wide range of dynamic loading applications with programmable levels, rates, duration, and voltage. Engineers at NASA's Glenn Research Center currently use Chroma DC modular loads and have experience with their performance and reliability in the laboratory. Soliciting another brand would impact the schedule due to incompatibility with the existing hardware configuration, sensors, and other equipment in the lab. The total estimated cost of the effort is redacted and the estimated period of performance for delivery is 11 weeks.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with ,Manufacture Name only for
Supply or service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Chroma Systems Solutions for 63630-80-60 DC modular electronic load. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 11 weeks.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The modular DC load can simulate a wide range of dynamic loading applications, with programmable load levels, slew rates, duration, and conducting voltage. In addition, the unique CZ mode design can improve the loading behavior of constant current & constant power mode and makes the simulated loading current more realistic. As real time modeling capabilities keep increasing in the lab this DC electronic load will be key components on accelerating results as they offer Improving hardware that
GRC engineers already have experience with on base will result in future cost and schedule savings.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
GRC engineers already have experience with chroma DC modular loads and their performance and reliability, incompatibility with the existing hardware configuration, sensors, etc. within the lab would prevent completion of testing and development efforts without schedule impacts.
