About this file

This document is a recommendation for a sole source or brand name justification. It recommends that NASA negotiate with only the suggested vendor or brand for eight MUXPAD II DGM Panels and eight SINGLE MODE FIBER LINE DRIVER Cards. These products are required to integrate with fire alarm systems that have already been upgraded at multiple NASA facilities at Wallops Flight Facility to fiber connectivity, replacing old copper connection cards. Using another vendor or brand would require replacing the entire upgraded system across hundreds of buildings at three geographically separated locations, and upgrading the main infrastructure at the Fire Department dispatch center. The total estimated cost is redacted and the estimated period of performance for delivery is four weeks after receipt of order.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for supply or service to be procured . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Digitize, Inc. for eight (8) MUXPAD II DGM Panels, MIRCOM FX

2000, STAND ALONE, EOL, SINGLE MODE FIBER and eight (8) SINGLE MODE FIBER LINE DRIVER

Cards. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4 weeks after receipt of order (ARO).

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This product is being requested for multiple buildings at NASA WFF that require an update from old copper connection cards. The entire system across WFF’s facility is being upgraded to fiber connectivity, and many buildings are already utilizing the upgraded system to meet the necessary requirements. These requested items will integrate with the already upgraded systems, and meet all of the compatibility requirements for the current fire alarm systems in each building.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

These requested products are necessary to integrate with already upgraded fire alarm systems at WFF and to meet the requirement to upgrade old copper connection cards to fiber connectivity. If the requested products are not selected, the entire system at WFF would have to be replaced which includes hundreds of buildings at three geographically separated locations: Main Base, Mainland, and the Island.

Additionally, the entire main infrastructure base at the Fire Department on WFF for Dispatch would need to be upgraded if another product were selected.
