STATEMENT OF WORK FOR

COMMISSIONING SERVICES

For the

Interior Renovations at the BFF

1.0 INTRODUCTION

The National Aeronautics and Space Administration (NASA) requests a written proposal to secure Leadership in Energy and Environmental Design (LEED) Commissioning Agent (CxA) services for the Booster Fabrication Facility (BFF) complex at the Kennedy Space Center, FL (KSC). NASA is committed to commissioning this facility to ensure that all systems are well designed, complete and functioning properly upon occupancy, are economical to operate and maintain, and that NASA staff has adequate system documentation and training.

2.0 BACKGROUND

NASA is seeking the services of a qualified commissioning provider/firm for this new design/construction project which consists of interior renovations of multiple buildings within the BFF complex. There are two buildings that are seeking LEED Silver certification. The buildings that are included in scope are the Engineering & Administration Building (L6-0146) and the Manufacturing Building (L6-0247):

The Engineering & Administration Building (L6-0146) is a 50,100 square foot (sf), two-story facility that serves mostly as office space. The interior renovation spans over the entire building. The work at the Engineering & Administration Building is expected to qualify under the LEED BD+C rating system.

For the Manufacturing Building (L6-0247), the interior renovation only applies to some administrative office areas and restrooms. This would include roughly 50,000 sf of the Manufacturing Building, which has a total area of approximately 168,000 sf. The work at the Manufacturing Building is expected to qualify under the LEED ID+C rating system.

Facility systems to be commissioned will consist of electrical, HVAC, building controls and plumbing. The design phase of the project is expected to be completed by the end of February 2024 and the construction of the facility is expected to take approximately 36 months.

It should be noted that the design for the project has already commenced and has achieved a 30% level of design. It was discovered after the 30% design submittal that the cost and scope of the project had crossed NASA’s threshold that requires a LEED silver certification. The project was paused at the 30% level to evaluate the path forward to achieve LEED certification. During this time, the architecture & engineering (A&E) firm responsible for designing the project generated a detailed study evaluating opportunities for LEED certification, and that study is attached for reference (see Attachment 1).

3.0 OBJECTIVE

The objective of commissioning is to provide documented confirmation that the facilities fulfill the functional and performance requirements of NASA, occupants and operators.

To reach this goal, it is necessary for the commissioning process to document Owner’s Project Requirements, which are criteria for system function, performance, and maintainability (design intent); and to also verify and document compliance with these criteria throughout design, construction, start-up, and the initial period of operation. In addition, review operation and maintenance (O&M) manuals for completion, as well as attend training on system operation, shall be provided to the building operators to ensure the building continues to operate as intended.

The CxA shall be involved throughout the project from design development through the warranty phase. The primary role of the CxA during the overall Design Stage is to review the design to ensure it meets NASA and LEED objectives and develop detailed commissioning specifications. During construction, the CxA coordinates the execution of a testing plan, which includes observing and documenting all systems’ performance to ensure that the systems are functioning in accordance with the Owner’s Project Requirements and the contract documents. The CxA shall assist with problem-solving, resolving Requests for Information and providing input to change orders involving commissioning issues, if necessary.

The CxA shall provide commissioning services required by the U.S. Green Building Council (USGBC) Energy and Atmospheres Prerequisite as described in the LEED V4.1.

LEED Fundamental and Enhanced Cx (Path 1) is required. The CxA shall serve as an objective advocate of the owner, oversee and coordinate the commissioning process, and present final recommendations to the owner regarding the performance of the commissioned building systems. The CxA works in conjunction with the project design team through the design process, prepares a commissioning plan, and a Final Commissioning Record to meet the requirements of the LEED Energy & Atmosphere commissioning credits.

4.0 SCOPE OF WORK

The CxA shall be responsible for carrying the tasks and providing the documentation required as governed by the criteria outlined under the USGBC LEED v4.1. The CxA shall provide total commissioning services to meet the LEED requirements for Design Stage, Construction Phase, and Warranty Phase of the Interior Renovations at the BFF. In addition, the CxA shall perform the following:

4.1 Design Phase

4.1.1. Develop full commissioning specifications for all commissioned equipment.

Coordinate this with the architect and engineers and integrate the commissioning specifications into the overall project specification package. One or more of the following documents can be used as a guide for content, rigor and format: 1) Model Commissioning Plan and Guide Specifications, USDOE/FEMP; Portland Energy Conservation, Inc. (PECI), 2) The HVAC Commissioning Process, ASHRAE Guideline 0-2005. The PECI Document can be downloaded free at http://www.peci.org and a copy of the ASHRAE document can be obtained by contacting ASHRAE at 404-636-8400.

4.1.1.A. The commissioning specification shall include general commissioning requirements common to all systems and assemblies and a detailed description of the responsibilities of all parties, details of the commissioning process; reporting and documentation requirements, including formats; alerts to coordination issues, issue resolution; construction checklists and start-up requirements; the functional testing process; specific functional test requirements, including testing conditions and acceptance criteria, and step-by-step functional test procedures for each piece of equipment being commissioned.

4.1.1.B. The specifications shall clearly indicate who is witnessing and documenting start-up of each commissioned system. The specifications will be clear as to who is writing, directing, conducting and documenting functional tests and regulatory-required tests. This may vary between systems, especially between electrical and mechanical. Provide language to enhance current project specifications to ensure comprehensive controls submittals, full control contractor accountability for documented point-to-point checkout and commissioning participation, comprehensive test, adjusting and balancing, full contractor documentation of start-up, training and O&M manual documentation.

4.1.2. Review the project drawings and specifications and provide comments and additional language, as needed, to the contractor qualifications, submittal requirements, test, adjust and balance specifications, training requirements and operations and maintenance and system manual requirements. Provide high-level feedback on the validity of the A&E’s proposed construction schedule and cost estimates relative to LEED scope.

4.1.3. Participate in the 60%, 90%, QC and 100% Design Reviews. Participate in design reviews remotely via Microsoft Teams. Design Review Management Tool (DRMT) is a web-based design review and documentation tool then must be used to document and to disposition review comments.

4.1.4. Review any and all items from the A&E/LEED AP before they are uploaded to LEED Online. All items must be reviewed and commented on with 7 calendar days.

4.2 Construction Phase

4.2.1. Review submittals applicable to systems being commissioned for compliance with commissioning needs, concurrent with the design team and Construction Manager reviews. This project shall use a paperless/semi paperless process for contract administration using SharePoint. The commissioning agent shall provide one main point of contact and one alternative point of contact with NASA basic IT access clearance to access SharePoint.

4.2.2. Review requests for information and change orders for impact on commissioning and NASA objectives.

4.2.3. Perform site visits, as necessary, to observe component and system installations.

Attend selected planning and job-site meetings to obtain information on construction progress. Review construction meeting minutes for revisions/substitutions relating to the commissioning process. Assist in resolving any discrepancies.

4.2.4. Finalize functional performance test scripts (FPT’s). Maintain a master issues log and a separate record of functional testing. Report all issues through the Construction Manager as they occur. Provide through the Construction Manager written progress reports and test results with recommended actions. Submit Cx reports to owner for review. Allow 7 calendar days for review.

4.2.5. Review equipment warranties to identify and document any preventative maintenance required within the warranty period.

4.2.6. Review and disposition the construction contractor’s training plan of NASA O&M personnel for compliance with the requirements outlined in the LEED Reference manual and provide written verification, once training has taken place that the training was completed per the approved training plan.

4.2.7. Review and disposition the O&M manuals for commissioned equipment.

4.2.8. Review any and all items from the A&E/LEED AP before they are uploaded to LEED Online. All items must be reviewed and commented on with 7 calendar days.

4.3 Post-Construction Stage

4.3.1. Witness and document any deficiency corrections and provide the final testing documentation for the Final Commissioning Report and O&M manuals.

4.3.2. Return to the site at 10 months into the 12-month warranty period and review with facility staff the current building operation and the condition of outstanding issues related to the original and seasonal commissioning. Also interview facility staff and identify problems or concerns they have with operating the building as originally intended. Make suggestions for improvements and for recording these changes in the O&M manuals. Identify areas that may come under warranty or under the original construction contract. Develop reports of findings and any required corrective actions.

4.3.3. Within 60 days after the Final Inspection, provide a Recommissioning Management Manual which provides guidance and establishes timelines for recommissioning of building systems and components. The format of the Recommissioning Management Manual shall follow the requirements described in EA Credit.

4.3.4. If applicable, review any and all items from the A&E/LEED AP before they are uploaded to LEED Online. All items must be reviewed and commented on with 7 calendar days.

Systems and Assemblies To Be Commissioned

The following is a list of systems and assemblies likely to be commissioned.

1. Central building automation system

2. All equipment of the heating, ventilating and air conditioning systems

3. Lighting and scheduled or occupancy sensor lighting controls

4. All equipment associated with the indoor air quality.

5. Electrical (power monitoring and metering, variable speed drives, other energy efficiency related equipment).

6. Potable water plumbing systems

7. Building envelope (roofing, windows and doors, construction joints, etc.)

Proposal

The required expertise for this project will be based on the skill and experience set of the full team making the proposal. The designated Commissioning Agent will be separate from the prime construction contractor, any subcontractors and the A&E. The Commissioning Agent must have significant in-building commissioning experience, including technical and management expertise on projects of similar scope.

The proposal shall include:

1. A description of the Commissioning Firm Experience in commissioning projects comparable in size, type scope as the Interior Renovations at the BFF project.

Emphasis shall focus on commissioning of LEED registered or certified projects within the last 5 years, the A&E experience in; the operation and troubleshooting of HVAC and energy management control systems, knowledge in building operation and maintenance, knowledge in test and balance or air and water systems, experience in design and operation of indoor air quality systems, and experience in energy-efficient equipment design and control optimization.

2. Provide an organization chart for managing and executing this contract.

3. List the individual(s) who will serve as the lead Commissioning Agent for the Design Stage and for the construction phase of the contract (they may be different people).

4. Provide resumes for key staff and subconsultants. The resumes shall include specific information about expertise and experience in commissioning tasks, (e.g.

design reviews, specification writing, commissioning management, troubleshooting, test writing, test execution, energy management, sustainable design, etc.), education and professional accreditation/registration information, membership in relevant organizations (USGBC, Building Commissioning Association, ASHRAE, etc.)

5. Describe your proposed approach to managing the project expertly and efficiently, including distribution of tasks, travel, duration of which staff will be on site during what periods of time, etc. Describe what approach you will take to integrate the commissioning into the normal design and construction process in order to minimize potential time delays. Describe what you will do to foster teamwork and cooperation from contractors and design team and what you will do to minimize adversarial relationships. Describe how you intend to determine the appropriate level of commissioning effort for the various systems and equipment.

6. Provide separate cost breakdowns to accomplish the work for the two phases:

Design and Construction/Warranty Phases.

Change in Personnel

If the commissioning firm’s personnel or subconsultants change for this project, NASA must review and approve the replacement personnel, in advance. The replacement personnel shall have, at minimum, equivalent qualifications as the original personnel.

Protection and Control of Government Documents

The CxA is required to develop and utilize procedures for custody, use/handling, reproduction, storage, safeguarding, and disposition of all documents and information of this nature. These procedures must be designed and carried out so that there is no unauthorized disclosure of such documents and information throughout the contract performance.
