STATEMENT OF WORK
Overview:
The NASA Glenn Research Center seeks to purchase a market analysis to better understand the marketplace with respect to the utilization of NASA GRC’s Armstrong Test Facility (ATF) capabilities.
Specifics:
The product desired should include:
• The capabilities of ATF, including land use, and the limitations and/or restrictions.
• An analysis of what the current and prospective marketplace, with specific focus on internal demand (e.g., NASA Mission Directorates) and demand from industry and academia.
• An analysis of any gap(s) between ATF capabilities and demand, coupled with data-driven solutions and/or proposals to close the gap(s).
• Identification and analysis of high return of investment (ROI) opportunities for NASA
GRC/ATF.
Summary:
NASA GRC seeks the following:
• An analysis of ATF capabilities and roles to key segments within context of the aerospace market;
• Benchmarking of ATF services/offerings against prospective alternatives/substitutes with an identification of key differentiators, risks, and top-priority themes from demand sources.
• A crosswalk of current state of ATF capabilities/operations to current and expected future demand within the aerospace and adjacent markets.
• Strategic, pragmatic, and actionable options for pursuit, with a viability assessment, to best position ATF in the future.
The goal for NASA GRC is to gain insights on ATF’s current and future testing need and demand, identify any high ROI improvements/options that would be viable and strategically advantageous, and state any challenges or barriers to ATF’s utility and success - all based on the data.
