I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Rohde & Schwarz USA, Inc for FSW-43 Signal and Spectrum Analyzer. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 08/31/2022.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Based on market research of the limited number of companies that produce high-performance Spectrum/Signal Analyzers, only one, the FSW-43 by Rohde & Schwarz met the requirements for this procurement. NASA requires a wideband (2 GHz analysis bandwidth) signal analyzer capable of measuring spectrum that covers the full Ka-band frequency range (including 25 to 31 GHz). The wideband analysis bandwidth is required to support the full 1.5 GHz of Ka-band spectrum allocated to high-rate communication systems.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Based on market research there was no other Signal/Spectrum Analyzers that met the frequency bandwidth requirements. Additional funds and schedule impacts would result from pursuing another vendor. Additionally, there is existing codebase that has been designed to interface with similar instruments. This product would seamlessly integrate with engineers’ existing codebase, optimizing development time. If not purchased, certain missions will not be able to be included within the scope of emulation for the Cognitive Communications Ground Testbed project, negatively impacting the project’s deliverables to NASA Headquarters.
