Statement of Work (SOW) For
SATPAQ 2.0
Objective. The contractor shall provide 3 SATPAQ 2.0 units and the annual service for each unit.
Each SATPAQ 2.0 shall be capable of two‐way satellite text/media messaging through an interface with Android ATAK devices.
1.0. Description of Device.
1.1. The contractor shall provide a system capable of two‐way satellite messaging for both media (digital picture) and text messages, which shall also be able to report GPS derived location when selected by the user. The system shall be able to interface with an Android ATAK configured device so that the customer can use the same device for both applications.
1.2. The system shall be capable of transmitting data via commercial Low Probability of Exploitation (LPE) methods that reduce the electromagnetic signature of the operator while utilizing the device. Such commercial methods include frequency hopping, low power transmissions, spread spectrum, and directional antennas. Additionally, the system shall use commercially available methods for encryption of data to protect it from exploitation.
1.3. The system shall contain its own internal battery that does not require it to be plugged in to an outlet for normal operation of its messaging services. The device shall have a form factor comparable to a smart phone, which shall allow it to be easily carried on one’s person or in a small bag/backpack.
1.4. The system shall be able to access the appropriate satellite constellations that have corresponding coverage footprints for the EUCOM, CENTCOM, and INDOPACOM AORs, with the AFRICOM AOR as a future operating capability. The system shall be able to transmit and receive messages via commercial communications satellites, ideally in geosynchronous orbit.
2.0. Description of Service.
2.1. The annual subscription service shall be able to provide uninterrupted access/service to the messaging servers, and allow for multiple users to connect to the same server so they may share information to a common conversation/message thread.
2.2. The messaging server shall be able to record and display historic messages from all users.
2.3. The contractor shall be prepared to provide the annual service for a total of 4 years for 3x devices. The contractor will bill the customer on an annual basis.
