SAP2000® Advanced in a FISMA moderate environment SOO

Purpose

This Statement of Objectives (SOO) describes the requirements for an application for performing structural analyses of steel and concrete structures to evaluate their compliance with the Commission’s dam safety guidelines and industry best practices.

During recurring Part 12D inspections, construction reviews, and on an ad hoc basis, Commission staff review existing design analyses submitted by licensees and perform independent analyses of a variety of structures at licensed hydropower facilities.

Structures of interest include multiple types of concrete features (gravity dams, intake towers, etc.); steel gates (e.g., radial gates, lift gates, drum gates, etc.); steel conveyances (e.g., flowlines and penstocks); and other unique or unusual appurtenant structures, which are subjected to various loading conditions based on project location – e.g., large earthquakes or winter pack ice. The overwhelming majority of high and significant hazard projects has at least one type of structure that can be evaluated using SAP2000 Advanced. It is critical that Commission staff have a flexible tool that can analyze this variety of structures under all loading conditions with a consistent user interface, which makes the most effective use of training funds.

Scope/Mission

As a result of this work, the contractor will provide FERC with a private, hosted instance of SAP2000® Advanced in a FISMA moderate environment. SAP2000 refers to the structural analysis and design package provided by Computers & Structures, Inc.

SAP2000 Advanced refers to the third highest level of tools available (Basic, Plus, Advanced, Ultimate).

Period/Place of Performance The Place of Performance will be the contractor’s worksite. The period of performance is stipulated on the Purchase Order issued by the Contracting Officer.

Background

The mission of the Commission’s Division of Dam Safety and Inspections (D2SI) is to protect life, health, property and the environment around the hydroelectric projects within its jurisdiction. This is carried out through implementation of FERC’s dam safety, physical security, cybersecurity and public safety programs. D2SI is responsible for the implementation of these programs at over 1,600 non-federally owned hydropower projects which includes over 2,500 dams.

Statement of Objectives

D2SI is focused on the performance of its regulated structures (e.g. dams, powerhouses, water conveyance systems, etc.) during construction and operation. It is through routine inspections, analyses, and monitoring which can lead to the identification of potential dam safety issues. This work is conducted by staff located in five Regional Offices and the Headquarters Office in Washington, DC for a total staff count of 125. D2SI inspectors perform over 2,000 dam inspections and process over 15,000 tasks each fiscal year in order to ensure the safety and security of dams under the Commission’s jurisdiction.

Performance Objectives

The required result of this procurement is for a private, hosted instance of SAP2000 Advanced in a FISMA moderate environment. The performance objectives are included below:

Provide a private, hosted instance of SAP2000 Advanced in a FISMA moderate environment.

Maintain sufficient tokens to permit a minimum of XX concurrent users (number in the current contract still applies)

Perform non-linear static and dynamic analyses of steel and concrete structures.

Determine dynamic characteristics, including modal responses and estimated displacements from earthquake time histories.

Evaluate the effects of displacements on the stress and stability of project structures (i.e., P-delta analysis).

Consider material and geometric non-linearity with components such as gap and hook elements, dampers, isolators, hinges, and cables.

Model layered composite shell structures that are commonly found on retrofitted radial spillway gates.

Evaluate steel frame structure compliance with current codes and best practices through an integrated module pre-loaded with relevant industry codes (e.g., American Institute for Steel Construction 360 Specification for Structural Steel Buildings).

Maintain server support and performance of FERC SAP2000 instance for the entire contract period of performance. The contractor will provide both a server for which the FERC SAP2000 instance will operate from and provide any maintenance required to insure the continued performance of FERC SAP2000 for the duration of the period of performance.
