URGENT REQUIREMENTS

Urgent requests are for supplies or services that will result in work stoppage are mission essential, and normal processing time would result in injury to the government. Urgent requirements that are identified by the customer and documented with a valid urgency impact statement will be worked by MARMC immediately upon receipt.

Urgency Justification Form Please ensure your urgency impact statement explains the following:

The impact to your mission (i.e. the specific "harm" that will result) if you do not receive the material or service by the required delivery date, The special circumstances and conditions that exist validating the requirement as an "urgent"

Describe the compelling nature of the urgency, how the Government will be seriously injured, and the financial implications.

Provide a time line from when the need was identified. If a late identified item, explain why.

Identify manufacturing lead time.

Explain why the item is needed and what will happen if it's not received by the Required

Delivery Date (RDD). Describe impact on overhaul/availability schedules, impact to base support, personnel safety issues, potential environmental damages, etc., and include the dollar value associated with late delivery.

Examples:

-Supplies or services needed at once because of fire, flood, hurricane, or other disaster.

-Supplies or services required at once for repairing roofs or windows to prevent water damage or destruction of computers, office areas, personnel records, etc.

-Essential equipment or repair needed at once to comply with orders for a ship to deploy or for an aircraft, which is grounded, and as a result the Navy cannot perform its mission.

-Essential equipment or repair needed at once to: (a) prevent work stoppage of employees at an average hourly rate of $ ; or (b) repairs the AN/AIR-67 Electronic Counter Measuring System. Failure to repair would result in replacement of the system an estimated cost of $ .

Urgent requirements can be hand carried, submitted electronically, faxed or emailed.

Commands, that fax or email requirements should call the purchasing office to confirm receipt.

Once the fax is received, immediate processing will begin. Good two-way communication is a key to successful transaction.

JUSTIFICATION FOR URGENCY (Simplified Acquisitions <$250K)

The service or material listed on SOW for OE82 Refurbishment is considered urgent for reasons indicated below.

This justification is provided to support the processing of Dual OE-82D Antenna Refurbishment for USS San Antonio (LPD-17) on an urgent basis (i.e., more quickly than the routine cycle timeframes of 45 days for requirements less than $250,000. Processing of a requirement on an urgent basis may allow the soliciting from a single source if Contracting Officer determines that the circumstances deem only one source reasonably available. This justification is based on the following facts:

Date on which the requirement was first identified: 05 MAY 20

Date on which the requirement was submitted to the contracting department: 30 JUN 20

Required delivery: 20 NOV 20

_X _ Explanation of the special circumstances and conditions that exist validating the requirement as "urgent".

San Antonio has a scheduled deployment date in March 2021 and has started work ups with the ARG. MARMC has limited windows of opportunity to work on the ship with a work close out of 6 February 2021. This communications system is DEGRADED and provides UHF Satellite Communications including Command and Strike orders.

_X_ How this requirement will impact your mission (i.e., the specific harm that would result) if you do not receive the material or service by the required delivery date. (Note: Delays in production schedules alone or failure to expend monies are not acceptable reasons for justifying urgency.)

USS San Antonio’s OE-82 above deck equipment requires refurbishment to continue ship’s mission. Currently San Antonio has one of four antennas Inoperative due to corrosion/weathering.

_X_ Estimated production lead time for the item (how long will it take the contractor to produce the item or complete the service once the contract is awarded)

OE-82 refurbishment is approximately 12 weeks from removed equipment to replaced equipment. San Antonio has a Dual system so they have 4 Antennas, 16 to 24 weeks to complete. We are able to work them in pairs to minimize down time but any delay may affect readiness at deployment.

I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE,

ARE COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE.
